The provisions of this Article shall govern the general regulations of on-site sewage treatment systems, including specific limitations, flood plains and existing developments in floodway areas.

A. 
Domestic Waste. All wastes and sewage derived from ordinary living uses shall enter the septic or treatment tank unless otherwise specifically exempted by the Code Official or this code.
B. 
Privies. Privies shall be prohibited, except where approved by the Code Official. Where approved, privies shall be designed and installed in accordance with Alternative Systems, Section 705.420(I).
C. 
Industrial Wastes. The Code Official shall approve the method of treatment and treatment of all waste products from manufacturing or industrial operations, including industrial waste combined with domestic waste.
D. 
Detrimental Or Dangerous Waste. Material such as ashes, cinders or rags; flammable, poisonous or explosive liquids or gases; oil, grease or other insoluble material which is capable of obstructing, damaging or overloading the on-site sewage treatment system, or which is capable of interfering with the normal operation of the on-site sewage treatment system, shall not be deposited, by any means, into such systems. The Code Official shall approve the method of treatment and treatment.
E. 
Clear Water. The discharge of surface, rain or other clear water into an on-site sewage treatment system shall be prohibited.
F. 
Water Softner Discharge. Water softener discharge may be discharged onto the ground away from the drainfield area or into a curtain drain. This discharge shall not be directed into the on-site sewage system.
G. 
Use Of Tanks.
1. 
Only NSF International Standard Number 40 or 245 Class 1 Aeration Treatment Units (ATU) shall be used.
2. 
Exceptions:
a. 
Waste stabilization ponds (lagoons).
b. 
Peat biofilter for wastewater treatment.
c. 
Holding tank (use for primary on-site system).
d. 
Soil Group II and III with loading rates between four hundredths (0.4) gpd/square feet and seven-hundredths (0.7) gpd/square feet (with suitable and provisionally suitable soil evaluation).
H. 
Maintenance. All ATU systems shall be maintained as per NSF International Standard Number 40 or 245. The manufacturer/dealer or authorized service representative of the manufacturer/dealer listed with manufacturer and listed with NSF International shall keep proper records of all installation, six-month service reports and emergency calls. All records shall be made available for the life of the system to the Code Official upon request for inspection to show compliance of this code.

A. 
General. A soil absorption system shall not be installed in a floodway. Soil absorption systems in the flood fringe shall not be installed unless approved by the Code Official, including construction in, and filling of, the flood plain area prior to reviewing and approving plans.
B. 
Floodway. New on-site sewage treatment systems shall not be installed in a floodway.
C. 
Flood Fringe. The installation of on-site sewage treatment systems in the flood fringe shall be reviewed on an individual basis. New systems allowed in fringe areas shall be installed on land contiguous to land outside the flood plain limitation. Developments in isolated areas within the flood fringe shall be permitted where approved. Land areas shall be filled and elevated above the flood plain designation. The amount of area to be filled is site-dependent and shall be evaluated on an individual basis. Individual sites shall be evaluated by the Code Official and, where applicable, shall be evaluated by State officials to insure that soil conditions and other factors are in accordance with this code. The requirement of this Article shall be met before any placement of fill is authorized to overcome specific flooding conditions. The filled area for the building and the filled area for the on-site sewage treatment system shall be connected. Both the extent and design of the fill for the on-site sewage treatment system shall be in accordance with this code for systems in fill.
D. 
Tanks. In flood hazard areas, tanks shall be anchored to counter buoyant forces during conditions of the design flood. The vent termination and service manhole of the tank shall be a minimum of two (2) feet above the design flood elevation or fitted with covers designed to prevent the inflow of floodwater or the outflow of the contents of the tank during conditions of the design flood.
E. 
Mound Systems. Mound systems in flood hazard areas shall be prohibited.

A. 
General. Replacement systems utilized to abate a health hazard in floodway areas shall be evaluated and approved on an individual basis.
B. 
Replacement Systems. A replacement soil absorption system shall be permitted to be installed outside the flood plain boundary connected to the development by a force main or an approved site located outside the floodway but in the flood fringe area. The site shall meet the requirements set forth in this code.
C. 
Replacement In The Flood Fringe. Malfunctioning soil absorption systems shall be allowed to be replaced in the flood fringe provided favorable soil conditions and other site factors exist.
