A "drive-in restaurant" within the meaning of this Chapter shall be deemed to be any restaurant where meals, sandwiches, drinks, ice cream or other food is served directly to or is permitted to be consumed by patrons in automobiles, motorcycles or other motor vehicles parked on the premises.

A. 
No person on the premises of a drive-in restaurant shall race the motor of any motor vehicle, needlessly bring to a sudden stop or start any motor vehicle, blow any horn or make or cause to be made any other loud or unseemly noise, nuisance or disturbance whereby the quiet and good order of the premises or of the neighborhood is restricted.
B. 
It shall be further unlawful for any person on or adjacent to the premises of a drive-in restaurant to use any loud, offensive, boisterous, obscene or vulgar language whether in or out of a motor vehicle.

No person shall place, throw or deposit any waste material on the outside of the premises or the parking area of a drive-in restaurant or on any street, alley or adjoining property or in the vicinity of a drive-in restaurant except in adequate receptacles provided for that purpose.

No persons on the premises of a drive-in restaurant, whether in or out of a motor vehicle, shall drink, have in his/her possession or under his/her control or offer to give another to drink any beer, wine or intoxicating liquor; however, this provision shall not apply to any person when served inside the building by a drive-in restaurant duly licensed to serve such beverage.

No person shall park a motor vehicle on the premises of a drive-in restaurant for an unreasonable length of time.

No persons shall congregate and linger at a drive-in restaurant to the point of creating a nuisance at any location on or adjacent to the premises of a drive-in restaurant. A person so congregating or lingering shall be deemed guilty of loitering.

No person shall block any drive, entrance or exit to or from the premises of a drive-in restaurant.

A. 
The parking area of any drive-in restaurant shall be adequately illuminated by electric lights with such illumination to be so arranged by the operator as to reflect away from any adjoining residential property.
B. 
The operator of a drive-in restaurant shall maintain quiet and good order upon the premises of a drive-in restaurant and shall not permit disorderly or immoral conduct or loitering. The operator shall not cause or create any noise or other disturbance in the parking area of a drive-in restaurant whereby the quiet and good order of the premises or the neighborhood are disturbed.
C. 
The operator of a drive-in restaurant shall at least once in twenty-four (24) hours dispose of waste materials which tend to create a public nuisance on the premises. The operator shall keep the premises whereon the drive-in restaurant is located, together with the parking area and that portion of any street or alley adjoining the drive-in restaurant, free from waste material. The operator shall provide the drive-in restaurant with a sufficient number of adequate refuge containers.
D. 
The parking area on the premises of a drive-in restaurant shall be satisfactorily paved or treated by the operators so as to avoid creating dust and so as to provide for adequate drainage of surface water.
E. 
The operator of a drive-in restaurant which adjoins a residential premises shall provide a wall or fence of adequate height to screen the patrons and motor vehicles on the premises from the view of the surrounding property.
F. 
It shall be the duty of the drive-in restaurant operator to post on the premises in a conspicuous location two (2) or more signs, not less than twelve (12) inches wide nor less than fourteen (14) inches high, bearing the following legend:

Loud or unseemly noise.
2.
Loitering or congregating outside motor vehicles.
3.
Loud, offensive, boisterous, obscene or vulgar language.

Parking for unreasonable length of time.
5.
Blocking entrance, exit or drive.
6.
Depositing of waste material except in adequate receptacles.
7.
The drinking of alcoholic beverages while on the premises
