A.
Any Police Officer of the City of Bolivar
shall have the authority to respond to an emergency situation outside
the City boundaries when the emergency situation arises within the
City of Springfield.
B.
Police Officers of the City of Springfield,
Missouri, are hereby authorized to respond to any emergency situation
arising in the City of Bolivar, Missouri, after receiving a request
for assistance from the Bolivar Police Department or one of its Law
Enforcement Officers.
C.
Police Officers of any political subdivision
that has authorized its Police Officers to respond to the City of
Springfield are also hereby authorized to respond to any emergency
situation arising in the City of Bolivar, Missouri, after receiving
a request for assistance from the Bolivar Police Department or one
of its Law Enforcement Officers.
D.
As used in this Section, "Police Officer"
means an officer who has completed the basic Police training program
promulgated by Chapter 590, RSMo. As used in this Section, "respond"
shall mean to take any and all action which the Police Officer may
lawfully take as if exercising his/her powers within the jurisdiction
of his/her employing City. As used in this Section, "emergency situation"
means any situation in which the officer has a reasonable belief that
a crime is about to be committed, is being committed or has been committed
involving injury or threat of injury to any person, property or governmental
interest and that his/her response is reasonably necessary to prevent
or end such emergency situation or mitigate the likelihood of injury
involved in such emergency situation.
E.
The determination of the existence of any emergency situation shall
be in the discretion of the officer making the response or in the
discretion of an officer or governmental officer of the political
subdivision in which the emergency situation is alleged to be occurring.

A.
The City is hereby authorized to enter
into a mutual aid agreement with Morrisville Fire and Rescue, a Missouri
not-for-profit corporation, a copy of which contract is on file in
the office of the City Clerk.
B.
The City is hereby authorized to enter
into a contract with Central Polk County Fire and Rescue to provide
for a mutual aid agreement between the parties, a copy of which contract
is on file in the office of the City Clerk.

A.
Pursuant to the authority granted by Section
70.835, RSMo., and in furtherance of the safety and welfare of the
residents of the City of Bolivar, Missouri, the City, acting by and
through its Police Department, is hereby authorized to enter into
a cooperative agreement for the formation of a major case squad made
up of Police and/or other law enforcement agencies in the Southwest
Missouri area for the purpose of intensive, professional investigation
of crimes which may occur in Bolivar, Polk County, and/or this geographic
area.
B.
In furtherance of the provisions of Subsection (A) of this Section, the City is specifically authorized to enter into a cooperative arrangement regarding the formation of a major case squad with the Police Departments of the Cities of Billings, Branson, Clever, Nixa, Ozark, Republic, Rogersville and Springfield and such other City or County law enforcement agencies as a majority of the representatives of said case squad may determine.
C.
The Police Department of the City of Bolivar,
Missouri, acting by and through its Police Chief or those whom he/she
may designate, is hereby authorized to cooperate and participate in
the activities of the major case squad hereby authorized, including,
but not necessarily limited to, the attendance at organizational,
planning or operational meetings; the provision of manpower and other
law enforcement resources to conduct investigations into major crimes
which may occur in the geographic area wherein the participating agencies
are located; and to provide manpower and other law enforcement resources
in the conduct of investigations of suspected criminal offenses of
an ongoing nature such as, but not necessarily limited to, the manufacture,
distribution and sale of illegal drugs and other controlled substances.

A.
Upon request for and administration of
fingerprinting services to any person or entity for any purpose other
than the processing otherwise required for administration of criminal
offenses, the Police Department shall collect a fee from such person
or entity requesting fingerprinting in the amount of ten dollars ($10.00)
for each set of fingerprints provided. The fee so collected is representative
of the costs to the Police Department associated with the expenses
of materials and dedication of Police Department personnel time in
accommodating each such request for fingerprinting services.
B.
Nothing in this Section shall be construed
to require the City of Bolivar Police Department to provide fingerprinting
services for any purpose other than the processing otherwise required
for administration of criminal offenses. The Police Department shall,
at all times, have discretion as to whether to perform such requested
fingerprinting services, taking into consideration available resources
of the Police Department at any given time.
C.
Nothing in this Section shall have bearing
on any fees or fines otherwise in effect for the administration of
criminal offenses.

The City does hereby approve and
authorize the entering into an agreement for Polk County Fire, Rescue
and Training Association multi-district mutual aid; with such agreement
terms to be in the form attached hereto as Exhibit A and made a part
hereof by reference.[1]

A.
The
City is hereby authorized to offer current and future Police Officers
residing outside of Polk County, Missouri, with personal vehicle expenses
for travel to and from the City of Bolivar an amount not to exceed
five thousand dollars ($5,000.00) annually per such officer.
B.
The
City is hereby authorized to offer current and future Police Officers
residing outside of Polk County, Missouri, who desire to and who actually
do move to the City of Bolivar, Missouri, with a one-time moving expense
in an amount not to exceed five thousand dollars ($5,000.00). The
City is further authorized to condition the payment of said moving
expenses upon an agreement by the officer with the City to remain
employed by the City for a period of time to be determined by the
Chief of Police, subject to the City's right to collect reimbursement
of said moving expense if the Police Officer leaves employment with
the City.
