Except when authorized or directed under State law to immediately
take a person before the Municipal Judge for the violation of any
traffic laws, a Police Officer who halts a person for such violation
other than for the purpose of giving him/her a warning or warning
notice and does not take such person into custody under arrest, shall
issue to him/her a uniform traffic ticket which shall be proceeded
upon in accordance with Supreme Court Rule Number 37.
Whenever any motor vehicle without driver is found parked or
stopped in violation of any of the restrictions imposed by ordinance
of the City or by State law, the Officer finding such vehicle shall
take its registration number and may take any other information displayed
on the vehicle which may identify its user, and shall conspicuously
affix to such vehicle a uniform traffic ticket for the driver to answer
to the charge against him/her within seven (7) days during the hours
and at a place specified in the traffic ticket.

A. Any person who without just excuse fails to appear in Municipal Court
after receiving a summons or complaint from a Peace Officer of the
City specifying a date to appear or who after appearing in Court on
the date designated on the summons or complaint so received fails
to appear without just excuse in Court as directed by an officer of
the Court shall violate this Chapter.
B. Anyone who fails to appear without just excuse in Court to pay the
fine or Court costs assessed, or both, in accordance with the judgment
entered by the Court or who fails to appear in Court without just
excuse on the day designated by the Municipal Judge for payment or
appearance of the defendant shall violate this Chapter.
C. A person commits the offense of failure to appear in Municipal Court
if he/she has been issued a summons for a violation of any ordinance
of the City of Rock Hill and fails to appear before the Judge of the
Municipal Court at the time and on the date on which he/she was summoned,
or at the time or on the date to which the case was continued.
D. The penalty for violating this Chapter shall either be a fine from
one dollar ($1.00) to one thousand dollars ($1,000.00) or a term of
imprisonment from one (1) day to ninety (90) days in jail or a combination
of a fine and jail time as the Court deems just and appropriate so
long as neither the fine nor jail time exceed the maximum for either
a fine alone or jail alone.
E. This Section shall not apply to any "minor traffic violation," as defined by Section
300.010 of the Rock Hill Municipal Code.

In any prosecution charging a violation of any law or regulation
governing the standing or parking of a vehicle, proof that the particular
vehicle described in the complaint was parked in violation of any
such law or ordinance, together with proof that the defendant named
in the complaint was at the time of such parking the registered owner
of such vehicle, shall constitute in evidence a prima facie presumption
that the registered owner of such vehicle was the person who parked
or placed such vehicle at the point, where, and for the time during
which, such violation occurred.
