The Building Commissioner shall be appointed by the City Administrator and shall serve in such capacity at the pleasure of the City Administrator.

A. 
It shall be the duty of the Building Commissioner to inspect structures at various times in the progress of construction and to require of the builder or fabricator thereof to conform to the Building Code and other ordinances of the City in relation thereto and to report any violations immediately to the Board of Aldermen for action. The Building Commissioner shall have the power and authority, however, to order a cessation immediately of any work or construction which he/she finds being carried on in violation of the Building Code and other ordinances of the City and to require the Police Department of the City to enforce such stop order if any emergency or the circumstances of the violation seem to him/her to require such action.
B. 
It shall be the duty of the Building Commissioner to examine and either approve or disapprove all plans and specifications and applications for building permits filed with the City Clerk by any person making such application.
C. 
The Building Commissioner shall have the authority to exercise his/her discretion in the approval or disapproval of plans or specifications and applications for building permits, which discretion shall be exercised within the limits of the Building Code, the zoning regulations and other ordinances of the City which regulate, control or limit the erection of buildings or structures and the placement thereof within the City. The Building Commissioner shall present applications for building permits to the Board of Aldermen for approval only in those instances where a matter of public policy or a question of material interest is involved.
D. 
The Building Commissioner shall perform such other duties as shall be required of him/her by the provisions of this Code and other ordinances of the City or the instructions of the Board of Aldermen.

When requested to do so, the Building Commissioner shall serve in an advisory capacity to the Board of Aldermen in connection with the approval of plats of subdivisions insofar as it concerns the Building Code or the zoning regulations, or any other ordinance of the City applicable to building construction, excluding those referring to plumbing, drain-laying, sewers, streets or electrical installations.
