Any structure residential, non-residential or apartment building after inspection by the Building Commissioner, is determined to be vacant and unsafe, he/she shall submit a report to the Board of Aldermen. The Board of Aldermen at a regular meeting may order that all doors, windows and other apertures of said structure or structures be boarded up. The cost of labor and materials involved in the execution of such order shall be reported to the City Collector who shall prepare a special tax bill against the property. This special tax bill shall be effective from the date of its issuance and until paid shall constitute a first (1st) lien on the property.

No structure shall be boarded up for a period in excess of five (5) days unless the same shall have been extensively damaged and is undergoing necessary repairs.
