A. 
Owners and/or occupants of property zoned residential are hereby prohibited from holding more than three (3) sales of personal property to the public per year on such property and each such sale shall not last longer than two (2) consecutive days. This Section refers to sales described as garage, yard, basement, driveway or any other term involving the sale or barter of personal property.
B. 
Any person, firm or corporation planning a sale referred to in Subsection (A), is required to secure a permit for each such sale ten (10) days in advance and shall deposit twenty-five dollars ($25.00) with the City Administrator. When the sale is completed, the deposit will be returned following inspection of the area and assurance that any signs advertising the sale have been properly removed.

A. 
It shall be unlawful for any person or entity to sell or to advertise for sale any automobile, truck, trailer or vehicle of any nature anywhere in the City of Rock Hill, Missouri, unless such person or entity shall be duly licensed by the City to sell any such vehicle; or, unless the person or entity advertising to sell or selling any such vehicle is both the owner of the vehicle being sold and the owner of the property on which said vehicle is located for sale.
B. 
Any person having a "for sale" sign in or on one's vehicle, or, some other placard or indication therein or thereon indicating that said vehicle is for sale at a time when said vehicle is temporarily parked at a particular location for a purpose other than that of selling or advertising for sale said vehicle, shall not be in violation of this Section.

It is unlawful to vend or distribute merchandise or materials from a vehicle, stand or otherwise within the limits of any highway, road or street in the City, except under such license, conditions and regulations prescribed by this Code or other ordinance; but in no instance shall such vending be permitted or authorized where the same causes stopping, standing or parking in or upon the roadway, or which causes traffic confusion and interferes with the free and unhindered mobile progression of traffic.
