The Board of Trustees of the Village of Twin Oaks hereby establishes a committee to serve under the auspices of the Board of Trustees to be known as the Park Committee.

The Committee shall consist of seven (7) members, one (1) of whom shall be a member of the Board of Trustees. The remaining six (6) citizen members of the Park Committee shall be appointed by the Trustees for a three (3) year term. Terms will commence with the first (1st) regularly scheduled meeting of the Committee in May of each year. The terms of the six (6) citizen members will be staggered so as to have the appointment of two (2) members expire each year. Only residents of the Village may serve on the Park Committee. Any vacancy in membership shall be filled by the Board of Trustees. To the greatest extent possible, membership on the Park Committee shall represent all geographic areas of the Village.
All members of the Committee shall serve at the pleasure of the Board of Trustees and may be removed from office by a majority vote of the Trustees. A member may be removed from office in the event he/she shall fail to attend any two (2), successive, regularly scheduled meetings of the Committee during any one (1) calendar year without valid excuse from the Committee Chairperson.

The Park Committee shall meet on a monthly basis. Meetings will be held monthly at 6:30 P.M. on the second (2nd) Thursday after the first (1st) Wednesday of the month. Meetings shall be held at the Village office (or conditions permitting, at the Park Pavilion) and will be open to the public. Additional special meetings may be held at the call of the Park Committee Chairperson upon forty-eight (48) hours' notice with twenty-four (24) hour posting as required by State law. At the first (1st) regular meeting of the Board of Trustees following any meeting of the Park Committee, the Park Committee Chairperson or the Board of Trustees liaison member shall personally present to those present a summary of the matters acted upon at their meeting(s).
A majority of the members shall constitute a quorum for the conduct of business. Committee meeting shall be recorded or minutes shall otherwise be prepared by the Committee Secretary. Minutes shall be available to the Board of Trustees immediately upon preparation and approval by the Park Committee and shall further constitute an open and public record of Village business.
At the June meeting each year, the Committee shall select from among its citizen members a Chairperson, Vice Chairperson and Secretary. The Chairperson shall be responsible for conducting all meetings of the Park Committee and the appointment of any needed subcommittees and shall serve as a liaison to the Board of Trustees. In the absence of the Chairperson, the Vice Chairperson shall assume the duties of the Chairperson. The Secretary shall be responsible for recording minutes of all meetings in either written or taped form. All officers of the Committee shall serve for a term of one (1) year unless such office is otherwise vacated through resignation or other removal.

The day-to-day oversight and park maintenance shall be the responsibility of the Administrator/Clerk who will present to the Board of Trustees plans for the routine maintenance of the park.
The Park Committee shall be charged with the following responsibilities and shall have such further responsibilities and discretions as the Board of Trustees may, from time to time, grant to the Board Committee:
The Committee shall provide input to the Administrator/Clerk to aid in development and presentation to the Board of Trustees a proposed annual budget for operation of and improvements to the park for consideration by the Board of Trustees.
The Committee shall have a spending cap of five hundred dollars ($500.00) per expenditure. Higher amounts are to be preapproved by the Village Clerk/Controller.
The Committee shall plan and make recommendations to the Board of Trustees for future development of the park.
The Committee shall develop, review and refine park rules and procedures, subject to approval of the Board of Trustees.
The Committee shall develop and implement, with assistance of Village staff, recreational and leisure-oriented activities within the park and coordinate with other organizations or informal committees within the Village of Twin Oaks which also develop and promote similar activities.
The Park Committee Chairman or designee shall present at the second monthly meeting of the Board of Trustees the agenda items from its last meeting.

At or before the regularly scheduled October meeting, the Park Committee shall make recommendations regarding community events and capital expenditures to the Administrator/Clerk to aid in his/her fashioning of the Village-wide budget for the following fiscal year.
