Except as otherwise provided in this Chapter, the general election laws of the State, insofar as the same are applicable, shall apply to and govern all elections held within the City.

All City elections shall be conducted by the County.
The election day for the elective officers of the City shall be the first (1st) Tuesday after the first (1st) Monday in April each year; and shall be known as the "general municipal election day".

A. 
Any candidate for office at any election shall, within the time limits prescribed by law, notify the City Clerk in writing of his/her candidacy, giving his/her name, residence address, the office for which he/she is a candidate and, if a candidate for Alderman, the ward in which he/she resides. Such notice shall also state that the candidate has all the qualifications provided by law for the office for which he/she is a candidate.
B. 
All candidates for elective office within the City shall comply in all respects with the then-applicable State Statutes relative to filing for elective office.

The City Clerk shall cause a notice of all elections to be given by publication thereof complying in all respects with the then-applicable State Statutes. The City Clerk may designate the authority set forth in this Section to the Board of Election Commissioners for the County or other such appropriate body, provided there is compliance with the provisions of all applicable State Statutes.

At the general election held on the first (1st) Tuesday after the first (1st) Monday of April of each even-numbered year, qualified voters of the City shall elect a Mayor and one (1) Alderman from each ward, each of whom shall hold office for a term of two (2) years and until his/her successor is elected and qualified. The second (2nd) Alderman from each ward shall run in off-year elections. Elections shall be conducted as provided in the Revised Statutes.

Every candidate for City office shall, at the time he/she files his/her declaration of candidacy as required in Section 105.040 above, either pay to the City Clerk a filing fee of twenty-five dollars ($25.00) which shall be non-refundable and deposited in the General Fund of the City, or said candidate shall file with the City Clerk his/her nominating petition signed by twenty-five (25) residents of the City who are eligible to vote and who support his/her candidacy.

A. 
There shall be three (3) wards in the City described as follows:
1. 
Ward I. The boundaries of Ward I of the City shall be:
Beginning at a point of intersection with the eastern right-of-way line of Henry Avenue and the northern prolongation line of Westridge Manor Estates, Plat 1; said line being the City limits; thence southwardly along said right-of-way line to its intersection with the centerline of Manchester Road; thence eastwardly along said centerline to its intersection with the prolongated centerline of Old Sulphur Spring Road; then proceeding in a southwesterly direction on said centerline to its intersection with the prolongated western line of the Paul A. Schroeder City Park; thence southwardly along said line to the most southwest corner of said Schroeder City Park; thence eastwardly along the south line of said Schroeder City Park to its intersection with the centerline of the Old Meramec Station Road/Hanna Road intersection; thence southwardly on the Hanna Road centerline to its point of intersection with the south right-of-way line of Big Bend Road; thence eastwardly on said right-of-way to a point being on the north line of Lot Plat 6 of Big Bend Square Subdivision, said line also being the City limits; thence northward approximately 65 feet to a point on the north right-of-way line of Big Bend Road, said point also being the southeast corner of lot 40 of Eagle Glen Subdivision and on the City limits; thence northwardly along the rear line of Lots 40 through 36 of Eagle Glen, said line being the City limits; thence eastwardly to the southeast corner of Lot 32 of Eagle Glen, said line also being the City limits; thence northward on the City limits to the northeast corner of Lot 22 of Eagle Glen; thence westwardly on the City limits, said line also being the north line of Lots 22 through 17 and continuing to the northwest corner of Lot 16 of Eagle Glen; thence northward on said City limits to the point of intersection with the south line of Lots 516 through 506 of Chadwick Estates, Plat 17, said line also being the City limits; thence proceeding northeastwardly on said City limits to its intersection with the eastern right-of-way line of Meramec Station Road; thence southwardly along said right-of-way line to the point of intersection with the northern line of the Dierberg, Four LPA Dela Ltd. Partnership property, said line also being the City limits; thence proceeding eastwardly along the said Dierberg northern property line to a point of intersection with the west line of LaBonne Parkway Estates Resubdivision; thence proceeding southwardly on said line a distance of approximately 518 feet to a point of intersection on the north right-of-way line of Big Bend Road, said line also being the City limits; thence proceeding eastwardly on said right-of-way to the point of intersection with the centerline of Labonne Parkway, a City street; thence proceeding northwardly on the said Labonne Parkway centerline to the point of intersection with the prolongated centerline of Dinard Drive, a City street; thence proceeding southwardly on said street centerline to the point of intersection with the centerline of Lombez Drive; thence proceeding westwardly on said street centerline and continuing on the prolongated extension of said street centerline to a point of intersection with the western right-of-way line of State Highway 141; thence northwardly to a point of intersection with the prolongated extension of the west line of Lynwood Estates; thence northwardly on said line to a point being the northwest corner of Lot 13 of Lynwood Estates; thence eastwardly along the north line of Lots 13 and 12 of Lynwood Estates and continuing eastwardly along the north line of Lots 18 through 22 and Lot 1 of Lynwood Addition to a point being the northeast corner of Lot 1 of Lynwood Addition, said point also intersecting with the eastern City limits on the most northerly portion of the City; thence northwardly to its intersection with the most northern City limits; thence westwardly along said City limits to its intersection with the western right-of-way line of Highway 141; thence northwardly on said right-of-way, also being the City limits, to its intersection with the northern line of Westridge Manor Estates, Plat 1, also being the northern City limits; thence westwardly along said northern line to the point of beginning.
2. 
Ward II. The ward boundaries of Ward II of the City shall be:
Beginning at the point of intersection with the northeast corner of Lot 1 of Lynwood Addition, said point also being on the most northeastern City limits; thence southwardly on said City limits to the point of intersection with the northern right-of-way of Carman Road; thence eastwardly on said right-of-way and City limits a distance of approximately 8,800 feet to a point of intersection with the eastern right-of-way line of Dougherty Ferry Road; thence proceeding southwestwardly along said right-of-way and City limits to a point of intersection with the northern line of the City of Valley Park, Missouri; thence proceeding westwardly along said joint City limits to a point of intersection with the western right-of-way line of Dougherty Ferry Road, said point also being the southeast corner of Lot 106 of Seven Oaks Plat 5; thence proceeding northwestwardly along the line being the boundary of Seven Oaks Plat 5, said line also being the City limits, to a point of intersection with the southeast corner of the common ground of Country Lane Woods II Plat 6; thence proceeding northwardly along the east line of said common ground and continuing to a point of intersection with the southeast corner of Lot 244 of Country Lane Woods II Plat 6, said line also being the City limits; thence proceeding westwardly along the southern line of Country Lane Woods II Plat 6, said line being the City limits, to a point of intersection with the east right-of way line of Country Stone Drive, said line also being the City limits; thence proceeding southwardly on said right-of-way line to a point of intersection with the north right-of-way line of Big Bend Road; then proceeding southwesterly to the point of intersection with the south right-of-way line of Big Bend Road and the east right-of-way line of Country Stone Drive; thence proceeding southwesterly to a point of intersection with the east right-of-way line of Dougherty Ferry Road, said line being the City limits; thence continuing southwesterly along said right-of-way and City limit line to a point of intersection with the prolongated extension of the southern line of Big Bend Station Plat 2; thence proceeding westwardly on said southern line which also is the City limits to a point of intersection with the west line of the Pebble Point Association property and the northwest corner of Lot 115 of Dougherty Ferry Woods Plat 1; thence proceeding southwardly along the west line of Lot 115, said line being the City limits, to a middle point with the west line of Lot 114 of Dougherty Ferry Woods Plat 1 Subdivision and the intersection of the prolongated southern line of Lot F of the Hartje's Subdivision, said line being the City limits; thence proceeding westwardly on said Lot F prolonged line to a point of intersection with the east line of Lots F, E, D, C and B of the Hartje's Subdivision, said line being the City limits; thence proceeding northerly on said east line to the point of intersection with the north line of said Lot B, said line being the City limits; thence proceeding westwardly along said lot line also being the City limits to a point of intersection with the east right-of-way line of Meramec Station Road; thence proceeding northwardly along said right-of-way line to a point of intersection with the north right-of-way line of Big Bend Road, said line also being the City limits; thence proceeding eastwardly on the north right-of-way line of Big Bend Road, said line being the City limits, to a point of intersection with the centerline of LaBonne Parkway, a City street; thence proceeding northwardly on the said Labonne Parkway centerline to the point of intersection with the prolongated centerline of Dinard Drive, a City street; thence proceeding southwardly on said street centerline to the point of intersection with the centerline of Lombez Drive; thence proceeding westwardly on said street centerline and continuing on the prolongated extension of said street centerline to a point of intersection with the western right-of-way line of State Highway 141; thence northwardly to a point of intersection with the prolongated extension of the west line of Lynwood Estates; thence northwardly on said line to a point being the northwest corner of Lot 13 of Lynwood Estates; thence eastwardly along the north line of Lots 13 and 12 of Lynwood Estates and continuing eastwardly along the north line of Lots 18 through 22 and Lot 1 of Lynwood Addition to a point being the northeast corner of Lot 1 of Lynwood Addition, the point of beginning.

Ward III. The boundaries of Ward III of the City shall be:
Beginning at a point of intersection with the eastern right-of-way line of Henry Avenue and the southern prolongation line of Westridge Manor Estates, Plat 1, said line being the City limits; thence southwardly along said right-of-way line to its intersection with the centerline of Manchester Road; thence eastwardly along said centerline to its intersection with the prolongated centerline of Old Sulphur Spring Road; thence proceeding in a southwesterly direction on said centerline to its intersection with the prolongated western line of the Paul A. Schroeder City Park; thence southwardly along said line to the most southwest corner of said Schroeder City Park; thence eastwardly along the south line of said Schroeder City Park to its intersection with the centerline of the Old Meramec Station Road/Hanna Road intersection; thence southwardly on the Hanna Road centerline to its point of intersection with the south right-of-way line of Big Bend Road; thence westwardly to the point of intersection with the west right-of-way line of Sulphur Spring Road, said line also being the City limits; thence turning northwardly on said Sulphur Spring Road right-of-way, said line also being the City limits, to a point of intersection with the southern property line of the n/f Waldman, Leonard J. and L. property; thence continuing westward on said line and continuing along the southern line of Lots 54 through 61 of Forest View Park terminating at a point being the southwest corner of said Lot 61, said line also being the City limits and the intersecting point with the most western City limits line; thence northwardly along the western City limits to the northern City limits; thence eastwardly on said City limits to the point of beginning.
