No person shall be an Alderman unless he/she is at least eighteen (18) years of age, a citizen of the United States and an inhabitant and resident of the City for one (1) year next preceding his/her election, and a resident, at the time he/she files and during the time he/she serves, of the ward from which he/she is elected.
No person shall be Mayor unless he/she be at least twenty-five (25) years of age, a citizen of the United States and a resident of the City at the time of and for at least one (1) year next preceding his/her election.

A. 
No person shall qualify as a candidate for elective office in the City of Manchester who has been convicted of, been found guilty of or plead guilty to a felony under the Federal laws of the United States of America or to a felony under the laws of this State or an offense committed in another State that would be considered a felony in this State.

B. 
Any person who files as a candidate for election in the City of Manchester shall be disqualified from participation in the election for which the candidate has filed if such person is delinquent in the payment of any State income taxes, personal property taxes, municipal taxes, real property taxes on the place of residence of the person as stated on his/her declaration of candidacy, or if the person is a past or present corporate officer of any fee office that owes any taxes to this State.
C. 
In addition to any other documents which may be required by this Code, each potential candidate for elective office shall complete and file with the City Clerk an affidavit which shall be consistent with the provisions of Section 115.306 of the Revised Statutes of Missouri, as such may be amended from time-to-time.

Notwithstanding any provision in this Code to the contrary, no person who is serving as an elected or appointed Alderman for any ward of the City of Manchester shall be certified as a candidate or placed on the ballot as a write-in candidate, for the position of Alderman for the same ward for which said person is then serving as Alderman unless said person is seeking re-election to his/her current position.
