The office of City Administrator for the City of Manchester,
Missouri, is hereby created. For the purposes of this Code Book, such
office shall be referred to herein as "Administrator" or "City Administrator".
A.
The
Board of Aldermen shall provide, as minimum qualifications, that the
City Administrator be at least twenty-one (21) years of age, and that
he/she devote his/her full time to the performance of the duties of
his/her office. The Board of Aldermen may also require that the City
Administrator meet other personal qualifications.
B.
The
City Administrator shall receive a salary as set by ordinance, and
shall serve at the pleasure of the Mayor and Board of Aldermen as
provided by law.
A.
Administrative Officer. The City Administrator shall be
the Chief Administrative Assistant to the Mayor and, as such, shall
be the administrative officer of the City government. Except as otherwise
provided by ordinance or the law of the State of Missouri, the City
Administrator shall coordinate and generally supervise the operations
of all departments of the City.
B.
Purchasing. The City Administrator shall ensure that all
purchases are made in accordance with the purchasing rules and procedures
approved by the Board of Aldermen. In his/her capacity as the City's
purchasing agent, the City Administrator shall oversee the preparation
of all bid specifications for services and equipment.
C.
Budget. The City Administrator shall be the budget officer
of the City and shall assemble estimates of the financial needs and
resources of the City for each ensuing year and shall prepare a program
of activities within the financial power of the City, embodying it
in a budget document with proper supporting schedules and an analysis
to be proposed to the Mayor and Board of Aldermen for their final
approval.
D.
Financial Report. The City Administrator shall make quarterly
reports to the Mayor and Board of Aldermen relative to the financial
condition of the City. Such reports shall show the financial condition
of the City in relation to the budget.
E.
Personnel System. The City Administrator shall act as the
personnel officer of the City and shall recommend an appropriate position
classification system and pay plan to the Mayor and Board of Aldermen.
The City Administrator, after consultation with department heads,
shall approve advancements and appropriate pay increases within the
approved pay plan and classification system. The City Administrator
shall have the authority to appoint, promote or remove (in accordance
with the Personnel Manual approved by the Board of Aldermen) from
service all employees of the City, with the exception of appointed
officials.
F.
Policy Formulation. The City Administrator shall recommend
to the Mayor and Board of Aldermen adoption of such measures as he/she
may deem necessary or expedient for the health, safety or welfare
of the City or for the improvement of administrative services for
the City.
G.
Board Of Aldermen Meetings. The City Administrator, in conjunction
with the Mayor, shall be responsible for the preparation of the meeting
agenda for each Board meeting. The City Administrator shall attend
all meetings of the Board of Aldermen.
H.
Boards And Commissions. The City Administrator shall work
with all City Boards and Commissions to coordinate the work of each.
I.
State And Federal Aid Programs. The City Administrator shall
coordinate Federal and State programs that may have application to
the City of Manchester.
J.
Conference Attendance. The City Administrator shall attend
conferences and programs applicable to this office and the business
of the City, whenever deemed necessary by the Mayor.
K.
Public Relations. The City Administrator shall be responsible
for keeping the public informed of the City's programs and activities
through all available news media.
L.
Record Keeping. The City Administrator shall safely and
properly keep all the records and papers belonging to the City that
may be entrusted to his/her care. All such records shall be and remain
the property of the City and be open to inspection by the Mayor and
Board of Aldermen at all times.
M.
Miscellaneous. In addition to the aforementioned duties,
the City Administrator shall perform any and all other duties prescribed
by the Mayor and Board of Aldermen.
A.
City Property. The City Administrator shall have responsibility
for all real and personal property of the City of Manchester and for
the inventory and upkeep of such property. Real property may be sold
only with the approval of the Board of Aldermen by ordinance.
B.
Administrative Policies. The City Administrator shall have
the power to prescribe such administrative rules and regulations as
deemed necessary or expedient for the efficient and effective conduct
of municipal business, within the position's scope of authority.
C.
Coordination Of Departments. The City Administrator shall
have the power to coordinate the work of all departments and, as deemed
necessary, shall have the authority to assign the employees of the
City to any department where they are needed for the most effective
discharge of the functions of City government.
D.
Departmental Investigations. The City Administrator shall
have the power to investigate and to examine or inquire into the affairs
or operations of any department within the City within the jurisdiction
of said office. The City Administrator shall also report on any condition
or fact concerning the City government upon the request of the Mayor
or Board of Aldermen.
E.
Appointment Of Acting City Administrator. The City Administrator
shall have the power to appoint an Acting City Administrator for a
period not to exceed fifteen (15) consecutive working days to ensure
the continued operation of the City government in the City Administrator's
absence. The City Administrator shall provide prior written notification
of the same to the Mayor and Board of Aldermen. In the event the City
Administrator will be absent for more than fifteen (15) consecutive
working days, the Mayor shall appoint an individual to serve as Acting
City Administrator until the City Administrator's return to work.
F.
Appearance Before The Board Of Aldermen. The City Administrator
shall have the power to appear before and address the Board of Aldermen
at any meeting.
G.
Power Not To Supersede Mayor And Board Of Aldermen. At no
time shall the duties or powers of the City Administrator supersede
the action of the Mayor and Board of Aldermen, except as specifically
provided for herein.
