The Director of Planning, Zoning and Economic Development, also referred to herein as the Planning and Zoning Administrator, shall be responsible for the administration of all City planning and zoning policies and for the supervision and direction of inspection activities in the enforcement of the City's Minimum Housing Code. The Planning and Zoning Administrator advises the City Administrator, Mayor and Board of Aldermen and commission members on development issues. The Planning and Zoning Administrator reports to the City Administrator.
A. 
Essential Functions. The essential functions of the Planning and Zoning Administrator's job shall be as follows:
1. 
Serves as staff liaison to the Planning and Zoning Commission and Board of Adjustment. Prepares staff reports relative to Commission agenda items.
2. 
Recommends revisions to the Comprehensive Plan and Zoning Ordinances to the Planning Commission and Board of Aldermen.
3. 
As assigned by the City Administrator, prepares planning studies relative to the following issues: real estate development, capital improvements, land use, economic development, neighborhood issues, commercial revitalization, business climate, and the relationship of any of these topics to municipal finance.
4. 
Reviews all development proposals for compliance with the City's planning and zoning requirements. Disseminates information regarding the City's planning and zoning policies, ordinances and procedures.
5. 
Supervises the administration of the City's Zoning Code, including follow-up on possible zoning violations.
6. 
Advises and consults with potential developers to ensure quality commercial development for the City of Manchester.
7. 
Assists the City Administrator in retaining and attracting businesses in the City of Manchester.
8. 
Serves as the City's Building Official and supervises the day-to-day operations of the City's residential and commercial inspection program, including supervision of the City's housing inspector. Reviews and recommends changes to policies and procedures relative to the enforcement of the building and housing codes and ordinances.
9. 
Interprets and enforces the business licensing, building, housing and zoning ordinances.
B. 
Marginal Functions. The marginal functions of the Planning and Zoning Administrator's job are as follows:
1. 
Actively participates in local, State and national professional associations and activities, within fiscal constraints, to establish a network of peers for professional support and advice in performing duties and responsibilities.
2. 
Works on and contributes to interdepartmental task forces and group efforts to develop solutions to specific problems and/or identify opportunities to address specific policy issues.
3. 
Represents City at local and State meetings of organizations, such as the Municipal League and the Chamber of Commerce.
C. 
Physical/Visual Activities Or Demands. The following are the physical/visual activities or demands commonly associated with the performance of the functions of this job:
1. 
Sitting, hearing, talking, walking.
2. 
Normal attention with clarity of vision at twenty (20) inches or less required.
3. 
Generally negligible physical effort, but occasional moving of light (one (1) to five (5) pounds) objects may be required.
D. 
Environmental/Atmospheric Conditions. The following are the environmental/ atmospheric conditions commonly associated with the performance of the functions of this job:
Normal office conditions.
A. 
Knowledge. Comprehensive knowledge of the concepts, skills, methods, and practices of municipal planning, including zoning, redevelopment, subdivision, development review, and site planning. Bachelor's Degree in planning, public administration, or related field from an accredited university or college; Master's Degree preferred.
B. 
Experience. Minimum of five (5) years experience in municipal planning or related field.
C. 
Skills And Abilities. The following are representative but not all inclusive of those commonly associated with this position:
1. 
Ability to communicate effectively and succinctly in writing and verbally.
2. 
Ability to prepare clear and concise oral, written, and graphic presentations and reports.
3. 
Working knowledge of the preparation and administration of a variety of Federal, State and private grants, including the Community Development Block Grant Program.
4. 
Ability to develop long-range plans to guide the City's development.
5. 
Ability to engage citizens in policy discussions about long-range planning issues.
6. 
Ability to establish effective working relationships with City staff, elected officials, and a wide variety of citizens and citizen groups.
D. 
Machine, Tools, Equipment And Work Aids. Personal computer, telephone, other office equipment.
E. 
License(s)/Certifications(s) Required. None required. American Institute of Certified Planners (AICP) certification preferred.
