The fiscal year of the City shall commence on January first
(1st) of each year and end on December thirty-first (31st) of each
year.

A.
The
City Administrator shall prepare and submit to the Board, not later
than the first (1st) regular meeting of the Board in December of each
year, an annual budget for the operation of the City.
B.
The
Board shall, not later than the last meeting of the Board in December
of each year, consider and adopt by ordinance a budget for the upcoming
year.
C.
The
budget shall contain:
1.
The estimated receipts from taxes, licenses, fees and other probable
sources of revenue;
2.
Any surplus or balance on hand from the preceding year;
3.
The total of such balance and anticipated revenue for each year;
4.
The estimated expenses for each City department for such year;
5.
The total anticipated expense or cost of maintaining and operating
the City Government;
6.
A budget message describing the important features of the budget
and major changes from the preceding year;
7.
A comparative statement of actual or estimated revenues for the two
(2) years next preceding, itemized by year, fund and source; and
8.
The amount required for the payment of interest, amortization, and
redemption charges on the debt.

Each officer and department of the City shall restrict the expenditures
of such department to within the amount budgeted for such year for
such office or department unless the Board shall specifically allow
by ordinance an expenditure beyond such budget.
The Board of Aldermen shall semi-annually each year, at times
to be set by the Board of Aldermen, make out and spread upon their
records a full and detailed account and statement of the receipts
and expenditures and indebtedness of the City for the half year ending
with the last day of the month immediately preceding the date of such
report, which account and statement shall be published in some newspaper
in the City.
