There is hereby created a Commission to be known as the "Tax Increment Financing Commission of the City of Manchester, Missouri" (the "Commission") pursuant to Section 99.820.2 of the Real Property Tax Increment Allocation Redevelopment Act (the "Act") of the Revised Statutes of Missouri.

A. 
The Commission shall be composed of twelve (12) members to be appointed as follows:
1. 
Six (6) members shall be appointed by the Mayor, with the consent of the majority of the members of the Board of Aldermen.
2. 
Two (2) members shall be appointed by the school boards whose districts are included within the redevelopment plan or redevelopment area. Such members shall be appointed in any manner agreed upon by the affected districts.
3. 
One (1) member shall be appointed, in any manner agreed upon by the affected districts, to represent all districts levying ad valorem taxes within the area selected for a redevelopment project or the redevelopment area, excluding representatives of the Board of Aldermen of the City of Manchester.
4. 
Three (3) members shall be appointed by the County Executive for St. Louis County, Missouri, with the consent of the majority of the members of the County Council.

Two (2) members of the Commission shall initially be designated to serve for terms of two (2) years, two (2) members shall initially be designated to serve for terms of three (3) years and two (2) members shall initially be designated to serve for terms of four (4) years. Thereafter, members appointed to the Commission shall serve for a term of four (4) years.

The Commission shall exercise only those powers that are required by the Act to be exercised by the Commission.

The Commission, upon effective date of this Section, shall organize itself and elect from its number a Chairperson, Vice-Chairperson, and Secretary, each to serve for a term of one (1) year or until their successors are duly elected and qualified.

The Commission shall meet regularly and shall adopt such rules and regulations to enable it to maintain an orderly procedure for its business and to effectively and to efficiently exercise the powers authorized by the Act and delegated to it by the Board of Aldermen.

The Commission shall keep records and minutes of its meetings and shall report at least annually to the Board of Aldermen with regard to its activities. In all respects, the Commission shall comply with the regulations of Chapter 610 of the Revised Statutes of Missouri (The Sunshine Act), to the extent applicable.

A. 
General Policy. It is the policy of the City to consider the use of tax increment financing for those projects which demonstrate a substantial and significant public benefit resulting from one or more of the following: eliminating blight, financing desirable public improvements, strengthening the employment and economic base of the City and other taxing jurisdictions, increasing property values, reducing poverty, creating economic stability, upgrading older neighborhoods and areas, and facilitating economic self-sufficiency.
B. 
Procedures For Bids And Proposals. The City hereby adopts the following procedures for bids and proposals for the implementation of redevelopment projects:
1. 
The City or the Commission shall solicit proposals with respect to the implementation of each proposed redevelopment project.
2. 
Each request for proposals shall state the primary objectives of the proposed redevelopment area or redevelopment project.
3. 
Each request for proposals (or notice thereof) shall be mailed to those persons or firms which the City or the City's planning consultant determines might be interested in submitting a bid, and shall be published in a newspaper of general circulation in the City. Each request for proposals shall provide at lease thirty (30) days for the submission of a proposal.
4. 
Each proposal must demonstrate that "but for" the use of tax increment financing, the project is not feasible and would not be completed.
5. 
Criteria for the selection of proposals will include the impact of the proposed project on the City and other taxing jurisdictions, including the projected term for which tax increment financing will be utilized. The City or the Commission may establish such additional criteria as it deems appropriate for the selection of bids and proposals. The City or the Commission shall provide reasonable opportunity for any person to submit alternative proposals or bids.
