All purchases of supplies and contractual services and all sales
of personal property that have become obsolete and unusable for less
than the estimated value of one thousand five hundred dollars ($1,500.00)
shall be made on the open market without bids or proposals.
The Director of Purchasing shall from time to time, at least
annually, make random checks as to prices being quoted by several
competing suppliers for contractual services and supplies.
