A.
A person commits the offense of abandonment of an airtight or semi-airtight
container if he or she knowingly abandons, discards, or permits to
remain on premises under his or her control, in a place accessible
to children, any abandoned or discarded icebox, refrigerator, or other
airtight or semi-airtight container which has a capacity of one and
one-half (1 1/2) cubic feet or more and an opening of fifty (50)
square inches or more and which has a door or lid equipped with hinge,
latch or other fastening device capable of securing such door or lid,
without rendering such equipment harmless to human life by removing
such hinges, latches or other hardware which may cause a person to
be confined therein.
B.
Subsection (A) of this Section does not apply to an icebox, refrigerator or other airtight or semi-airtight container located in that part of a building occupied by a dealer, warehouse operator or repair person.
D.
The offense of abandonment of an airtight or semi-airtight container
is an ordinance violation.
It shall be unlawful for any person to throw or play any game
of ball, marbles, tennis or croquet or similar game or games in or
upon the streets, alleys or lanes within the City and every person
so offending shall upon conviction be deemed guilty of a misdemeanor.
A person commits the offense of littering if he or she places,
deposits, or causes to be placed or deposited, any glass, glass bottles,
wire, nails, tacks, hedge, cans, garbage, trash, refuse, or rubbish
of any kind, nature or description on the right-of-way of any public
road or State highway or on or in any of the waters in this City or
on the banks of any stream, or on any land or water owned, operated
or leased by the State, any board, department, agency or commission
thereof or on any land or water owned, operated or leased by the Federal
Government or the City, or on any private real property owned by another
without the owner's consent.
A.
A person commits the offense of unlawful disposition of a dead animal
if he or she knowingly places or causes to be placed the carcass or
offal of any dead animal:
A.
A person
commits the offense of tampering with a water supply if he or she
purposely:
1.
Poisons, defiles or in any way corrupts the water of a well, spring,
brook or reservoir used for domestic or municipal purposes; or
2.
Diverts, dams up and holds back from its natural course and flow
any spring, brook or other water supply for domestic or municipal
purposes, after said water supply shall have once been taken for use
by any person or persons, corporation, town or city for his/her, their
or its use.
B.
The
offense of tampering with a water supply is an ordinance violation.
A.
MOTOR VEHICLE
RESIDENTIAL PROPERTY
SIGNIFICANT DISREPAIR
Definitions: The following words, when used in this Section, shall
have the meanings set out herein:
Any vehicle which was designed to be propelled by a motor,
to include, but not be limited to, an automobile, motorcycle, boat
and tractor.
Any property located in a residential zone as provided in
the City of Versailles, Missouri, Zoning Ordinance.
A motor vehicle that shows major cosmetic damage and/or is
missing major parts, including but not limited to, exterior body panels,
wheels, and/or tires, has damage and/or is missing glass components.
B.
Motor vehicles, other than the residence's primary vehicles for transportation,
may be kept and stored on residential property in the City of Versailles,
Missouri, provided the owner of the residential property or renter
of such property shall comply with the following provisions:
1.
Such motor vehicles may be kept and stored on the residential
property of the owner or renter at the side of or in the rear of or
on the main driveway of the dwelling located thereon for up to six
(6) months. An extension may be granted by the Zoning Officer. The
side of the dwelling means that the front of the motor vehicle cannot
be closer to the street than the front of the residential structure
not to include the front porch.

Such motor vehicles, if in significant disrepair, shall be neatly
covered with a canvas or other comparable covering, such covering
to be maintained in good condition, without tears, rips, cuts or other
dilapidated conditions.
3.
The area surrounding any stored motor vehicle shall be maintained
free from overgrowth of grass, weeds, and tree sprouts, also lawn
waste, construction materials, motor vehicle parts and debris.
4.
In the event the owner of the motor vehicle desires to display
same for sale on the residential property owned or rented by him or
her, such vehicle may be displayed in the front driveway or front
secondary driveway in an uncovered state for a period up to thirty
(30) days. In the event the motor vehicle is not sold within thirty
(30) days, an additional thirty (30) days may be granted by the City
Marshal when requested in writing.
C.
Failure to comply with any one (1) of the provisions of this Section
shall be a misdemeanor for each day the owner and/or renter violates
the provisions hereof punishable under the penalty provisions for
misdemeanor violations under the Municipal Code of the City of Versailles,
Missouri.

A.
The
firing of firecrackers, rockets, Roman candles, sparklers and other
fireworks designed for non-professional use shall be permitted on
private property within the City between the hours of 10:30 A.M. on
July third (3rd) until Midnight on July third (3rd) and 9:00 A.M.
on July fourth (4th) until Midnight on July fourth (4th), provided
that the Mayor, with the advice of the Chief of the Fire Department,
may prohibit the firing of such fireworks if dry conditions exist
making the activity a fire hazard.
B.
The
sale of fireworks at retail is prohibited. The Chief of the Fire Department
may, at his/her discretion, remove or have removed, at the owners
expense, all stocks of fireworks or other combustible exposed for
sale or held in stock in violation of this Section.
C.
Any
person, firm or corporation violating any of the provisions of this
Section shall be deemed guilty of a misdemeanor and upon conviction
shall be fined not less than five dollars ($5.00) and not more than
twenty-five dollars ($25.00) for each day's neglect of compliance.
No person shall be permitted to smoke any tobacco products at
any location within the City Hall building of the City of Versailles.
