The several offices of the City Hall of the City of Versailles, Missouri, shall be used only for purposes connected with the operation of the municipal government and other public purposes.

A. 
It shall be unlawful hereafter to vend, sell or offer for sale any merchandise, wares, produce or other commodities from any truck, wagon or other vehicle parked on a street or alley within the following described area situated in the City of Versailles, Morgan County, Missouri.
That area within the following boundaries: Starting at the southwest corner of the intersection of Kreckel and Washington Streets, run east along the south side of Washington Street to the southeast corner of the intersection of Washington and Van Buren Streets; thence run north along the east side of Van Buren Street to the northeast corner of the intersection of Van Buren and Newton Streets; thence run west along the north side of Newton Street to the northeast corner of the intersection of Newton and Fisher Streets; thence run north along the east side of Fisher Street; to the intersection of Fisher and Versailles Streets; thence run west along the north side of Versailles Street to the northwest corner of the intersection of Versailles and Kreckel Streets; thence run south along the west side of Kreckel Street to the place of beginning.
B. 
Any person who shall vend, sell or offer for sale any merchandise as set out and described above in the above-described area shall be guilty of a misdemeanor, provided that nothing in this Section shall be so construed as to include temporary parking by trucks serving or servicing retail establishments in the aforedescribed area.

A. 
No person shall obstruct any sidewalk with any kind of vehicle, tractor, trailer, boat, coach, carriage, bus, engine, car, box, lumber, wood, structure, sign, fence, barricade, or other thing or object; or display any goods, merchandise, packing cases, boxes, containers, cartons or other receptacles on a sidewalk, or by leaving a tethered dog unattended and in such a manner that the length of the tether allows the dog to encroach on a sidewalk; or shall place thereon any earth, dirt, filth, rubbish or substance of any kind on a sidewalk, except with the prior consent of city counsel by resolution or as follows:

In the downtown area of town, property owners may put out temporary signs, benches, chairs, tables, and plants between the months of April and October so long as the sidewalk remains unobstructed for forty-eight (48) inches from the curb of the sidewalk closest to the street. The downtown area is defined as follows:
a. 
Monroe Street (from First Street to Washington Street);
b. 
Fisher Street (from First Street to Washington Street);
c. 
Newton Street (from South Krekel Street to South Fisher Street);
d. 
Jasper Street (from South Krekel Street to South Fisher Street);
e. 
South Krekel Street (from West Jasper Street to Newton Street);
f. 
Versailles Street (from North Monroe Street to North Fisher Street).
B. 
Any person convicted of a violation of Section 210.2240 shall be subject to a fine, if combined with the amount of court costs, totaling not more than two hundred dollars ($200.00) for the first violation. If multiple violations are committed within a twelve-month period, not more than two hundred seventy-five dollars ($275.00) for the second violation, not more than three hundred fifty dollars ($350.00) for the third violation, and not more than four hundred fifty dollars ($450.00) for the fourth violation and any subsequent violation.
C. 
Definition. As used in this Section the following term shall have the meaning indicated:
SIDEWALK
The portion of the street between the curbline and the adjacent property line, intended for the use of pedestrians.

A. 
It shall be the duty of every person, firm or corporation operating any line of railway, railroad or street railway in, into, through or across the City of Versailles, Missouri, to provide adequate means of escape for all surface water and natural watercourses, according to the natural flow of such water, past and across the rights-of-way of such railway, railroad or street railway.
B. 
It shall be unlawful for any person, firm or corporation operating or maintaining any such line of railroad, railway or street railway as mentioned in Subsection (A) to so keep, construct, maintain or have any fill, embankment or other obstruction of any kind as to in anywise hinder, damage or obstruct the natural watercourses or natural drainage of water in said City.
C. 
It shall be the duty of all such persons, railroad, railway or street railway companies as mentioned in Subsection (A) hereof to provide all fills, embankments and other necessary obstructions of their line with ample, adequate and sufficient culverts, bridges and outlets to permit the free passage of surface water and natural watercourses.
D. 
It shall be the duty of the Mayor or Street Commissioner of the City of Versailles, upon information either contained upon their own view or in another manner that surface water and natural watercourses are being obstructed by such railway, railroad or street railway, to at once notify in writing the person, persons or corporations so offending to at once remedy such condition and comply with the terms of this Section and any person, firm or corporation failing to comply with such notice after thirty (30) days from the service thereof shall be deemed guilty of a misdemeanor and upon conviction shall be punished by a fine of not more than one hundred dollars ($100.00) and each day that such condition is permitted to remain unchanged after thirty (30) days period aforesaid shall constitute a separate and distinct offense.
It shall be unlawful for any person or persons to loiter upon, congregate or stand upon any sidewalk in the City of Versailles, Missouri, in such a manner as to prevent the reasonable use thereof.
A. 
It shall be unlawful for any person, firm or corporation to erect, construct or maintain any fence, gate, railing or other obstruction of any nature whatsoever in, upon or across any street, avenue, alley or other thoroughfare of the City of Versailles, Missouri.
B. 
It shall be the duty of the City Marshal to notify in writing any person violating any of the provisions of the preceding paragraph hereof to at once remove such fence, rail or other obstruction.
Whoever shall keep open any cellar door or the grating of any window or vault in any highway or sidewalk or shall suffer the same to be done in or adjoining any premises owned or occupied by him/her, opening into or through said highway or sidewalk to be in an insecure condition, whereby any person shall be in danger of falling through such door or grating, shall upon conviction be adjudged guilty of a misdemeanor.
It shall be unlawful for any person to burn trash, lumber, leaves, straw or any other combustible materials in any street or alley or vacant lot, except by special permission of the Chief of the Fire Department, when such burning shall be done in a screened receptacle (metallic) as approved by him/her and under such proper safeguards as he/she may direct as to the time and the weather, provided that the Chief of the Fire Department may issue as general permit, during certain seasons of the year, for the burning of leaves or other like material where conducted during daylight and with an adult in constant attendance.
No person or persons shall allow to remain longer than thirty-six (36) hours or overnight in any alley or on any sidewalk or premises within thirty (30) feet of any building, empty boxes, barrels, rubbish, trash, ash, waste paper, excelsior or any other like combustible material.
The right to indiscriminate use of the public water hydrants of the City of Versailles, Missouri, is hereby denied to all persons except the Chief of the Fire Department or Superintendent of the Water System or other person acting under their supervision and special instruction and it shall be unlawful for any other person or persons, firm or corporation to in any way meddle with or turn on the water at any public hydrant in said City. Any person, persons, firm or corporation found guilty of such an unlawful act shall upon conviction be adjudged guilty of a misdemeanor.
A. 
The City of Versailles, Missouri, does establish an official system for the numbering of houses, buildings, lots, and annexed territory.
B. 
The owner or occupant of each house or building in the City shall be required to place in a conspicuous location, visible from the street, numbers which shall conform to the number assigned thereto. Such numbers shall be of sufficient size to be legible from the street, with a three (3) inch minimum, and shall be located on the building within view of the main entrance. The assigned street numbers may also be displayed in additional locations at the discretion of the property owner. The assigned numbers shall be visible and preferably in color contrast to the house or building to which they are attached. In areas where the house or building is located more than one hundred (100) feet from the centerline of the street, the assigned number may be displayed in the yard visible when viewing the main entrance.
C. 
No construction for any house or building requiring a street number in the City shall commence until the applicant therefore has obtained from the City an official street number for such house or building.
D. 
It shall be unlawful for any owner or occupant of any house, building, or vacant lot to which an official number has been assigned by the City to use any other number for such house, building or vacant lot.
E. 
Enforcement.
1. 
Each owner of a house, building within the City corporate limits shall comply with the terms of this Section within ninety (90) days from and after its passage and approval. Any new housing or buildings constructed, area annexed, or construction commenced after the effective date of the passage and approval of this Section shall comply with the terms of this Section prior to the commencement of construction.
2. 
Each violation of any term of this Section shall be punishable as provided by Section 100.220 entitled General Penalty of the Versailles Municipal Code.
