A. 
Purpose. The purpose of this Article is to provide minimum standards, provisions and requirements for safe installation of gas appliances and gas pipes and to regulate the sale, maintenance and repair of such appliances.
B. 
Scope. All gas appliances or gas pipes hereafter sold, installed, maintained or repaired within the corporate limits of the City of Versailles, Missouri shall conform to the requirements of this Article.

The following definitions are provided for the sole purpose of proper interpretation and administration of this Article.
AMERICAN STANDARDS
Standard for the Installation of Gas Appliances and Gas Piping as set forth in the 1964 Edition of ASAZ21-30-NFPA No. 54 and as revised and accepted by National Fire Protection Association and American Standards Association, Inc.
APPROVED
Accepted by reason of the satisfactory results of thorough investigations and tests conducted by the Inspector or by reason of accepted principles or tests by recognized authorities, technical or scientific organizations.
CERTIFICATE OF APPROVAL
A document issued and attached to the material, piping or appliance inspected, completely filled out, together with date, address of the premises or consumer and signed by the Inspector.
GAS APPLIANCE
Any appliance or device used for burning natural gas.
GAS COMPANY
Any person, firm or corporation holding and exercising a franchise or permit to distribute natural gas within the corporate limits of the City of Versailles, Missouri.
GAS COMPANY SERVICE LINE
The gas piping leading from the gas main to the point of delivery.
HOUSE LINE
The gas piping extending from the consumers service line to the gas appliance.
INSPECTOR
The administrative authority and is so designed by the Board of Aldermen.
NEW GAS APPLIANCE
A gas appliance which has not previously been sold and installed or used.
POINT OF DELIVERY
The junction of the utility's piping with the consumers piping and shall be located at the consumer's property line adjacent to the street or alley on which the company's distribution line is located.
USED GAS APPLIANCE
A gas appliance which has been previously sold, installed and used.
VENT
A pipe, flue or chimney designed and installed to carry the products of combustion from an appliance to the outside atmosphere.
YARD LINE OF CONSUMERS SERVICE LINE
The gas piping leading from point of delivery to the building or premises served.

No gas fitter or plumber shall install a consumer service line, a conversion burner, floor furnace, central heating plant, gas hot water heater or gas engine or make alterations to installed house piping in any building or structure without first obtaining a permit to do such work from the City of Versailles, Missouri.

A. 
The fees for inspection of consumers service line and piping shall be $1.00 for each outlet; for each reinspection or partial inspection, $1.00 per outlet, provided that no consumer shall be charged more than $15.00 for any one (1) inspection.
B. 
The fees for inspecting conversion burners, floor furnaces or central heating plants shall be $1.00 for each unit; for each re-inspection or partial inspection, $1.00.
C. 
Any and all fees shall be paid by the person to whom the permit is issued.

A. 
All piping shall be inspected and tested in accordance with American Standards.
B. 
The inspector shall issue a Certificate of Approval at the completion of the work for which a specific permit has been issued, if after inspection it is found that such work complies with the provisions of this Article and all other requirements of law or ordinance applicable thereto. A duplicate of each piping certificate shall be delivered to the gas company and used as its authority to grant gas service.

A. 
The inspector is hereby authorized and directed to enforce all of the provisions of this Article and the Inspector or his/her authorized representative, upon presentation of proper credentials, may enter any building or premises for the purpose of making inspection or preventing violations of this Article.
B. 
The inspector or his/her authorized representative is hereby authorized to disconnect any gas piping or fixture or appliance which has been connected before a Certificate of Approval has been issued or which upon inspection, shall be found defective or in such condition as to endanger life or property. In all cases where such a disconnection is made, a notice shall be attached to the piping system, which notice shall state that the same has been disconnected by the Inspector or his/her representative together with the reason or reasons therefor and it shall be unlawful for any person to remove said notice or reconnect said gas piping or appliance until authorized by the Inspector to do so.
C. 
It shall be the duty of the Inspector to confer with representatives of local gas companies, of local plumber's or gas fitter's associations, of the local Health Department and the local Fire Department and otherwise obtain from proper sources all helpful information and advice, presenting same to the City Officials from time to time for their consideration.

A. 
Gas companies are hereby authorized to discontinue or refuse to supply gas for any gas piping or gas appliance which may appear to be defective or leaking or otherwise considered to endanger life or property; provided however, that the gas company shall immediately give notice of discontinuance to the inspector and occupant of the building or premises where such gas supply is discontinued or refused.
B. 
In all cases where the supplying of gas has been discontinued for safety reasons, the supplying of gas shall not be resumed until authorized by the Inspector.
C. 
Gas companies shall not be required to secure permits under this Article to extend gas service pipes or set meters or for any other utilization functions.
D. 
All pipe and fittings used for installation, extension, alteration or repair of any house gas piping and all vents for appliances shall be of the size and type as specified by the American Standards.
1. 
Where gas meters are installed aboveground at the house, each consumer service shall be provided by the consumer with a suitable steel lock wing cock located in an accessible place and at the inlet of the meter.
2. 
Where an underground meter is used, each consumer's house line shall be provided with a suitable stop cock (sill cock) at a point above ground where the gas line enters the building.
3. 
Where more than one (1) meter is supplied through one (1) service line, a lockwing stop cock shall be installed at each meter inlet in addition to the service line stop.
4. 
The size of house piping not otherwise provided for in this section shall be approved by the Inspector and satisfactory to the gas company.
5. 
Number of customers per service line. Only one (1) customer may be served from the same service line unless by written consent from the gas company. This applies to commercial customers as well as domestic customers or a commercial and domestic customer requesting service from the same line.
6. 
Coated service lines. All customer service lines and fittings for natural gas shall be of coated steel or coated wrought iron pipe. The type of coating used on the service line must be approved by the gas company and meet their specifications. All joints, fittings and breaks in the coating must be coated with a material approved by the gas company. Coating may be an approved plastic, coal tar or asphalt coating. Joint material may be an approved plastic tape or hot applied coal tar tape, depending on the material used to coat the pipe. All bare pipe to be coated will be cleaned and primed before coating. The use of plastic pipe for natural gas services will be allowed, however, only that plastic pipe and fittings approved by the local gas company and the American Gas Association shall be installed. Minimum size three-fourths (¾) inch ID for both plastic and steel.

A meter location shall be provided for the building or premises to be served and the location shall be such that the meter connections are easily accessible in order that the meter may be read or changed. No gas meter shall be hereafter installed under a stoop, stairway, show window' arch or near a furnace, boiler or other heating appliance. No meter shall be placed in any other location where it will be inaccessible or liable to injury. Location, dimensions and type of installation shall be designated by the gas company. General Order #20 of the Missouri Public Service Commission shall be complied with by the local gas company and all gas customers.

A. 
All new gas appliances hereafter sold' offered for sale or installed within the corporate limits of the City of Versailles, Missouri shall be of design and construction approved as to safety, efficiency and durability and shall bear information showing the rated heat input in BTU per hour.
B. 
All used gas appliances hereafter installed in the City of Versailles shall be approved by the Inspector for safety and efficiency and shall be identified accordingly.
C. 
All appliance installations shall be made in accordance with American Standards provided that hot water heaters may be installed in bathrooms providing said bathroom is equipped with a vent equal to one (1) square inch for each ten cubic feet of bathroom space.

A. 
Every gas appliance hereafter installed shall be properly adjusted by the person making the installation and no such appliance, following the installation, shall be left connected to gas piping unless every reasonable precaution has been employed to insure safe operation of the burners and proper combustion of the gas, due attention being given to draft conditions and ventilation.
B. 
In no case shall an appliance be fired or adjusted to pass a greater amount of gas than the rated capacity.

No person, firm or corporation shall, without the approval of the Inspector, display, sell, barter, replace, offer for sale, lease, deal in, supply, rent, donate, connect or install within the corporate limits of the City of Versailles, Missouri, any device purporting to reduce the gas consumption when such device is attached as an adjunct or addition to a gas appliance or to be suspended above or to wholly or partially enclose any burner of a gas appliance in such manner as to reduce the effectiveness of ignition of the gas issuing from the burner or impair combustion of said burner.

All gas piping, vents, vent connections and appliance shall be maintained in good condition, provided however, that no gas piping, vent, vent connection, fixture or appliance not conforming to the requirements of this Article shall be used or maintained if the use or maintenance thereof would endanger life or property and no gas appliance shall be operated, which, in the opinion of the Inspector, is not provided with ample ventilation.

Gas connections to stoves, heaters and other appliances shall be made by metal pipe or by approved metal tubing securely fastened in place, except that for devices which require a moveable connection, approved flexible tubing may be used provided that there is but one (1) valve and provided further that such valve is located in the rigid pipe back of the point where the flexible tubing connects to the rigid pipe and in no case at the device.

Draft hoods, flues or vents, vent connectors, clearance to combustible materials, size and height above roofs shall be in accordance with nationally recognized good practices. Compliance with National Fire Protection Association Pamphlet No. 54 shall be deemed compliance with nationally recognized good practices.

Gas appliances shall be installed in a location in which the facilities for ventilation permit satisfactory combustion of gas and proper ventilation under normal conditions of use. Where appliances are installed in a confined space within a building of unusually tight construction, air for combustion and ventilation shall be obtained from outdoors or from spaces freely communicating with the outdoors.

Any person, firm or corporation that shall fail to comply with or violate any of the provisions of this Article shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not less than five dollars ($5.00) nor more than one hundred dollars ($100.00) or ten (10) days imprisonment or both $ne and imprisonment or the license of such person, firm or corporation may be revoked or both fine and revocation of the license may be imposed. Each day considered a new and separate violation.

This Article shall not be construed as imposing upon the City of Versailles, Missouri, any liability or,responsibility for damages to any person injured by any defect in gas piping or appliance mentioned herein or by installation thereof, shall the City of Versailles, Missouri or any official or employee thereof be held as assuming any liability or responsibility by reason of the inspection authorized hereunder or certificate of inspection issued by the Inspector.

A. 
No person shall be entitled to the issuance of a permit for gas installation under Section 515.250 of this Article, unless he/she first proves to the satisfaction of the issuing officer, that he/she possesses the following qualifications:
1. 
That he/she is the holder of a current paid up merchant's license of the City of Versailles.
2. 
That he/she is the holder of a current permit to install gas appliances from the Missouri Gas Inspection Bureau.
