(a) 
No bulldozer, tractor, trailer or other piece of machinery or equipment, equipped with lugs or cleats capable of cutting into street surfaces or chipping or cutting into pavements, shall be driven or hauled over the streets or alleys of the City, except if the same are loaded onto vehicles equipped with pneumatic or hard rubber tires. However, the movement hereinbefore prohibited may be made if the street surfaces are adequately protected by planking or other appropriate means.
(b) 
No heavy bulldozer, tractor, trailer or other piece of machinery or equipment, capable of crushing or damaging street surfaces, though not equipped with lugs or cleats, shall be driven or hauled over streets or alley surfaces, except if the same are loaded onto vehicles equipped with pneumatic or hard rubber tires. However, the movement hereinbefore prohibited may be made if the street surfaces are adequately protected by planking or other appropriate means.
(c) 
The owner and the operator of any such equipment shall be liable for the damages resulting from any violation of this section.
(d) 
The City Manager or his or her designated representative, upon application to him or her for the movement of such equipment over the streets or alleys of the City, may permit such movement when, in his or her judgment, the same can be accomplished without injury to road surfaces. The City Manager or his or her authorized representative may require, as a condition precedent to such movement, the street surfaces to be protected from damage by planking or other appropriate means.

The City Engineer or his or her designated representative, and/or the Director of Police and Fire Services and his or her designated representative, are hereby designated as the authorized City officials to issue Municipal civil infraction citations (directing alleged violators to appear in court) or Municipal civil infraction violation notices (directing alleged violators to appear at the City of Coldwater Municipal Ordinance Violations Bureau) as provided in Chapter 211 of the Administration Code.

A person who violates any provision of this chapter is responsible for a Municipal civil infraction and shall be subject to the payment of a civil fine of not less than $50, plus costs and other sanctions for each infraction. Repeat offenses under this chapter shall be subject to increased fines as provided in Section 202.99.
