As used in this chapter:
(a) 
JURISDICTION — Means the City of Coldwater, Michigan.
(b) 
MULTIOCCUPANT BUILDING — Means a building, with more than one occupant, constructed for purposes other than residential use.
(c) 
MULTIUNIT RESIDENTIAL BUILDING — Means a residential building having two or more living units within the structure.
(d) 
SINGLE-OCCUPANT BUILDING — Means a building, with one occupant, constructed for purposes other than residential use and/or special use.

Any single-occupant building, multioccupant building or multiunit residential building, where required by the Michigan Building Code, as adopted in § 1428.01 of these Codified Ordinances, shall have installed an approved total coverage automatic smoke/heat detection system, which system shall be designed to transmit an alarm to a continuously manned location for the purposes of initiating emergency action.

Any multiunit residential building which falls under the requirements of this chapter, when built, shall, in addition to the above general requirements, have installed a smoke/heat detection system which shall be tied into an annunciator panel and which shall provide an indication of the unit where the detector is activated. The annunciator panel shall be installed in a location approved by the authority having jurisdiction.

Any single or multioccupant building, constructed for purposes other than residential use, shall not be subject to the provisions of this chapter if such buildings are protected by an approved total coverage automatic extinguishing system.

The Director of Police and Fire Services or his or her designated representative is hereby designated as the authorized City official to issue municipal civil infraction citations (directing alleged violators to appear in court) or municipal civil infraction violation notices (directing alleged violators to appear at the City of Coldwater Municipal Ordinance Violations Bureau) as provided in these Codified Ordinances.

A person who violates any provision of this chapter is responsible for a municipal civil infraction and shall be subject to the payment of a civil fine of not less than $100, plus costs and other sanctions, for each infraction. A second offense, within a period of 90 days, shall be subject to a civil fine of not less than $250, plus costs and other sanctions, for each infraction. Third and subsequent offenses, within 90 days, shall be subject to a civil fine of $500, plus costs and other sanctions, for each infraction.
