The regular meetings of the City Council shall be held on the second (2nd) and fourth (4th) Monday of each month unless changed by a vote of five (5) members of the Council at a duly constituted meeting of the City Council prior to the date of the meeting to be changed.

Special meetings of the City Council shall be held upon a call by the Mayor, the President of the City Council or five (5) members of the City Council.

Executive sessions of the Council shall be held upon call by the President of the Council or any two (2) members thereof. Executive sessions shall be for discussion purposes only.

All meetings of the City Council, including executive sessions, shall be held at any City building.

The President of the Council shall be the Presiding Officer of all Council meetings at which he/she is present. The Council shall appoint one (1) of its members to serve as Acting President and to preside at all meetings of the Council and to perform all of the duties of President of the Council in the event of the absence of the President. The term of the Acting President shall be identical with that of the President of the Council. It shall be the duty of the Presiding Officer to conduct all meetings of the Council, to preserve order and decorum and decide all questions of order and procedure in accordance with Robert's Rules of Order. The Presiding Officer shall have all right of participation in discussion, debate and voting as is possessed by any member of the Council.

A majority of the members of the Council shall constitute a quorum, but a smaller number may adjourn from day to day and any two (2) members present may cause a call to be issued to compel the attendance of absent members and may cause an order to be entered for censure of absent members.

All reports, communications, ordinances, resolutions, documents or other matters to be submitted to the Council shall be delivered to the City Clerk no later than 5:00 P.M. on the Thursday preceding the Council meeting, whereupon the City Clerk shall arrange an agenda of such matters according to the order of business set out in Section 110.080 listing each such matter under the appropriate category in the order filed.

A. 
The order of business at each regular meeting of the Council shall be as follows unless otherwise provided by motion of the Council:
1. 
Pledge of allegiance;
2. 
Roll call of members; announcement of quorum;
3. 
Approval of minutes of previous meeting;
4. 
Hearing from citizens on matters not specifically on agenda;
5. 
Communications from City boards, commissions and officers and from persons or agencies outside of City Government, which shall be listed individually by the name of the party offering such communication and what the same shall pertain to, but need not be read unless requested by four (4) members of the City Council;
6. 
Public hearings;
7. 
Discussion of any unfinished business;
8. 
Discussion of any new business.

Prior to the final passage of any ordinance, any person interested therein shall be afforded a reasonable opportunity to be heard thereon before the Council. In addition, persons shall be given the opportunity to present any matter to the Council at the time provided for hearings from citizens in the order of business, and each such person so desiring to speak shall be allowed a maximum of three (3) minutes to present the matter to the Council. One (1) hour shall be allotted for such hearings at every regular meeting of the Council. Due consideration shall be given to the number of persons desiring to address the Council; and the Council President, in order to give each person time in which to speak within the one (1) hour time limit, may reduce the maximum time allowed of three (3) minutes as previously set out in order to conform to the intent of this Section. All remarks shall be addressed to the Council as a body and not to any member thereof. No person, other than the Council and the person having the floor, shall be permitted to enter into any discussion, either directly or through a member of the Council, without the permission of the Presiding Officer.

A. 
Preparation. All ordinances shall be prepared in written or printed form.
B. 
Introduction For Passage — Readings. Ordinances shall be introduced by one (1) or more members of the Council and shall thereupon be read for the first (1st) time by title only. The second (2nd) reading may be by title only and shall be by motion seconded and approved by a majority of the Council.
C. 
Adoption. The affirmative vote of a majority of the members elected to the Council shall be necessary to adopt any ordinance and at least one (1) week shall elapse between introduction and final passage, except that bills and resolutions may be passed on the day of their introduction by the affirmative vote of all members of the Council who are present. The vote of each member shall be entered in the journal on the final passage of every ordinance.

Whenever the vote of each member of the Council is required to be recorded on any matter, the roll of the Council shall be called consecutively by ward number on a progressive basis by month commencing with the month of September, 1963.

Citizens have the right to submit petitions to the City Council for the City Council's consideration. It is recommended but not required that the petition contain the signatures of a majority of the tax paying citizens owning property within three hundred (300) feet of the property affected by the petition. Upon receipt of such petition, the City Council may take such legislative action which, in its discretion, it deems appropriate. Nothing contained herein shall affect the rights of citizens as set forth in Article XIII of the Florissant City Charter.
