The International Plumbing Code 2009 Edition, two (2) copies of which are on file in the office of the City Clerk, as amended, is hereby adopted as the Plumbing Code of the City of Florissant, Missouri, for commercial and residential construction, any alteration or remodeling of any building within the City limits.
The following Sections of the International Plumbing Code, 2009 Edition are hereby revised:
Section 101.1 The name of the jurisdiction shall be "The City of Florissant".
Section 106.6.2 Permit fees shall be established in accordance with Section 500.010 of the Florissant City Code.
Section 108.4 Violations and Penalties.
Notice of Violations: When the Building Commissioner determines that a violation of this code exists, he/she shall immediately notify the violator. The notification shall be in writing and shall be delivered to the violator or his/her last known address via certified mail, return receipt requested. Any person having been notified that a violation exists by means other than a stop work order and who fails to abate the violation within ten (10) days after notification shall be subject to the penalties enumerated in paragraph (c) below.
Work Without a Permit: For any work started or proceeded with prior to obtaining a necessary permit, the individual, firm, corporation, institution or organization performing such work shall be subject to proceedings of law and upon conviction of a violation of this code shall be punished by a fine of not less than five hundred dollars ($500.00) and no more than one thousand dollars ($1,000.00) or imprisonment not exceeding six (6) months or by both such fine and imprisonment. In the case of a person who is otherwise, upon application and issuance thereof, entitled to a homeowner permit, such fine may be reduced or waived at the discretion of the court upon the filing of a homeowner permit application and the issuance thereof.
Violation, Penalties: Any person, firm or corporation who shall violate any provision of this ordinance or who shall fail to comply with any of the requirements thereof or who shall perform any work on a plumbing or drainlaying system in violation of an approved plan or directive of the Building Commissioner or of a permit or certificate issued under the provisions of this Code or who shall continue any work after having been served a stop work order, except for such work which that person, firm or corporation has been directed to perform to remove a violation or unsafe condition, or any owner or tenant of a building or premises or any other person who commits, takes part or assists in any violation of this code or who maintains any building or premises in which such violation shall exist shall be guilty of a misdemeanor punishable by a fine of not more than one thousand dollars ($1,000.00) or by imprisonment not exceeding six (6) months or both such fine and imprisonment. Each day that a violation continued shall be deemed a separate offense.
Section 108.5 fine limits within this Section shall be $500.00 and $1,000.00.
Section 305.6.1 Eighteen inches (18")
Section 904.1 Sewer depth within this Section shall be six inches (6").

Any person violating any of the provisions of this Article or the Code adopted in this Article shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in an amount not exceeding one thousand dollars ($1,000.00) or be imprisoned in the City or County Jail for a period of not exceeding three (3) months, or both such fine and imprisonment. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.
