A. 
The minimum criteria and qualifications for appointment to the position of Chief of Police shall include, but not be limited to, the following:
1. 
Minimum three (3) years Police experience, supervisory experience preferred;
2. 
Minimum law enforcement training hours required by State of Missouri;
3. 
Associated Degree or its equivalent in minimum college course hours;
4. 
Passage of drug testing pre-employment screening;
5. 
Possession of valid driver's license and certificate by Missouri Department of Public Safety;
6. 
Residence within the City of Louisiana within ninety (90) days of appointment;
7. 
Ability to meet minimum physical requirements to enable applicant to perform necessary job functions including ability to observe and analyze situations as well as hold and grip objects;
8. 
Successful completion of post selection screening and testing for psychological evaluation;
9. 
Successful completion of background investigation to include reference check and criminal history check; and
10. 
Possess the ability to perform duties and responsibilities, both law enforcement and administrative, necessary to perform essential job functions as Chief of Police.

Within fifteen (15) days after his/her appointment and before entering upon the discharge of the duties of his/her office, the Chief of Police shall execute to the City a bond in the sum of twenty thousand dollars ($20,000.00), with at least five (5) good and sufficient sureties that in the aggregate shall be worth at least the amount of such bond, in unencumbered real estate, over and above all their liabilities and exemptions under the laws of this State. Such bond shall be conditioned that he/she will faithfully and punctually collect and pay over all City revenue for the two (2) years next ensuing his/her election and during his/her term of office, at the time and in the manner provided by the laws and ordinances governing the City; and that he/she will, in all things, promptly and faithfully discharge the duties of his/her office according to the laws and ordinances of the City. The bond of the Chief of Police, when executed, shall be approved by the Mayor and filed and recorded in the office of the City Clerk.

The Chief of Police shall be responsible for the government and all Police Department employees.

The Chief of Police or police officer assigned by the Chief of Police shall attend all sessions of the Municipal Court and preserve order in the courtroom.

The Chief of Police or police officer assigned by the Chief of Police shall be ex officio sergeant-at-arms of the City Council, shall attend Council meetings and preserve order in the Council chamber and shall execute the Council's orders, notices or mandates.

The Chief of Police shall safely keep all money or property coming into his/her hands as a result of the arrest of any person charged with a crime or a misdemeanor. He/she shall report the money or property to the Municipal Judge, and such money or property shall be disposed of as directed by the Municipal Judge.
