There shall be a maximum speed limit of five (5) miles per hour for all boats in that area of the Mississippi River that is parallel and adjacent to the public wharf area and that extends out into the river for a distance of one hundred (100) feet.

There shall be a maximum speed limit of ten (10) miles per hour for all motor vehicles operated within the public wharf area.

A. 
Those portions of the asphalted parking area of the public wharf which lie adjacent to the railroad track and extend from the public restrooms in a southerly direction to the north edge of Georgia Street and from the south edge of Georgia Street in a southerly direction for approximately one-third (1/3) of the block shall be reserved exclusively for the angle parking of boat trailers.
B. 
No boat trailer shall be left longer than ten (10) days within those portions of the asphalted parking area of the public wharf reserved exclusively for the angle parking of boat trailers. If a boat trailer is left in the area for longer than ten (10) days, the boat trailer may be towed away by the City Police Department and the cost shall be charged to the owner thereof. The owner may not retrieve the boat trailer until the cost of towing and storage of the boat trailer is paid.

Those portions of the asphalted parking area of the public wharf lying adjacent to the railroad track beginning at the south edge of the trailer area and extending in a southerly direction to the north edge of South Carolina Street and the entire eastern side of the asphalted parking area adjacent to the river shall be reserved exclusively for automobile parking.

The area from the south line of South Carolina Street northward to the northern terminus of the rock wall is limited to one-hour parking except for five (5) perpendicular spaces at the south end of such area and five (5) parking spaces at the north end of such area along the river side of the wharf.

One (1) parking space immediately adjacent to the south line of Tennessee Street on the west side of the wharf is designated for official use only and is limited to parking by a governmentally owned vehicle or public emergency vehicle. The use of such parking space by the general public is prohibited.

A. 
No parking of any kind shall be permitted in or on either side of the drive in that area extending from the restrooms in a northerly direction to the boat launching ramp, except that one (1) emergency parking space shall be provided along the south side of the top end of the boat launching ramp.
B. 
No person shall park or permit to be parked any boat or trailer in the riverfront area in the City from the north line of Tennessee Street in a northerly direction to the Champ Clark Bridge except for emergency repairs of the boat or trailer.

From May fifteenth (15th) through October fifteenth (15th), no trailer or boat shall be parked in or alongside the drive which extends from the launching ramp in a northerly direction to the Boat Club.
