In their interpretation and application, the provisions of this
Zoning Code shall be held to be the minimum requirements adopted for
the promotion of public health, safety or general welfare. Whenever
the requirements of this Zoning Code are at variance with the requirements
of any other adopted rules, regulations or ordinances, the most restrictive
or that imposing the higher standards shall govern.

If for any reason any Section, Subsection, sentence, clause
or phrase of this Zoning Code is held to be unconstitutional, such
decision shall not affect the validity of the remaining portion.
