A. 
The Council of the City of Louisiana, Missouri, hereby requires the City Water Department to establish wastewater rates as follows:
1. 
Each user shall pay for the wastewater services provided by the City based on the amount of water used from the City's water system as determined by water meter(s) acceptable to the City.
2. 
For wastewater users, monthly wastewater user charges shall be based on monthly, metered, water usage.
3.

For wastewater users, monthly wastewater user charges shall be based on monthly, metered, water usage.

The minimum wastewater charge per month shall be ten dollars ($10.00) per metered wastewater user. In addition, each metered wastewater user shall pay a wastewater user charge of $.0113 per cubic foot.

As of April 1, 2005, the minimum wastewater charge per month shall be ten dollars ($10.00) per metered wastewater user. In addition, each metered wastewater user shall pay a wastewater user charge of $.0193 per cubic foot designated for operations and maintenance and $.0009 per cubic foot for capital improvements for a total of $.0202 per cubic foot. Rates as stated in this Section and all other rate revisions shall not have a bearing on the annual rate review for inflation or be misconstrued as the annual inflation revision.

As of April 1, 2006, the minimum wastewater charge per month shall be ten dollars ($10.00) per metered wastewater user. In addition, each metered wastewater user shall pay a wastewater user charge of $0.193 per cubic foot designated for operations and maintenance and $.0099 per cubic foot for capital improvements for a total of $.0292 per cubic foot. Rates as stated in this Section and all other rate revisions shall not have a bearing on the annual rate review for inflation or be misconstrued as the annual inflation revision.

As of April 2008, the minimum wastewater charge per month shall be ten dollars ($10.00) per metered wastewater user. Actual usage is then figured at a rate of $0.0383 per cubic foot. Capital improvement is figured at a rate of 4.72% times the amount of usage minus the ten dollar ($10.00) minimum.

Any revenue designated for capital improvements shall be used exclusively for capital improvement/replacement account as defined in Section 700.040 of this Code.

The City shall review the user charge system annually and revise user charge rates as necessary to ensure that the system generates adequate revenues to pay the costs of operation and maintenance including replacement and that the system continues to provide for the proportional distribution of operation and maintenance including replacement costs among users and user classes. It shall be mandatory to review the rates, which fund operations and maintenance of the water, each February so that rates shall be revised every June to reflect the annual inflation rate as stated by the most current Consumer Price Index as published by the Federal Government. Any and all other rate revisions shall not have a bearing on the annual rate review for inflation.
