A. 
The City of Edmundson, its employees, Mayor and Board of Aldermen shall advertise for and obtain sealed bids, if it is reasonably possible, before any item of material, equipment or supplies are purchased or before any services are performed for or on behalf of the City of Edmundson, if it is anticipated that such material, equipment or supplies shall exceed the cost of fifty thousand dollars ($50,000.00). Nothing in this Article shall pertain to professional services to be rendered to the City, except that engineering and construction management services shall be bid out in accordance with Missouri law.
B. 
The requirement of advertising for sealed bids may be waived if the materials purchased or the services obtained are of such a nature that there are not sufficient companies or individuals involved in the furnishing of said materials, supplies or services or, in the opinion of the Board of Aldermen, the bidding process would be inappropriate due to emergency or other circumstances.
C. 
Sealed bids submitted to the City shall be opened by the Clerk of the City of Edmundson at a regularly scheduled or special meeting of the Board of Aldermen open to the public on the date and time stated in the advertisement for bids.
D. 
Any purchase of materials, supplies, equipment or services under the cost of fifty thousand dollars ($50,000.00) shall be made in accordance with the following provisions:
1. 
Purchases in the amount of one thousand dollars ($1,000.00) or less may be made by any department head so long as such expenditure has been appropriated by the Board of Aldermen as part of the budget process. Prior to such purchase, the department head shall acquire as many written cost estimates as possible to ensure that the price paid is the most responsible under the circumstances.
2. 
Purchases in the amount of five thousand dollars ($5,000.00) or less may be made upon authority of the Mayor. Prior to such purchase, the Mayor shall be well satisfied that the price paid therefore is the most responsible price obtainable under the circumstances.
3. 
Purchases in an amount greater than five thousand dollars ($5,000.00) but less than fifty thousand dollars ($50,000.00) shall be made upon authority of the Board of Aldermen. The Board may elect to advertise for and receive sealed bids or to receive written or oral cost estimates for any such purchase. In no event shall the City of Edmundson make any such purchases unless the Board of Aldermen shall be well satisfied that the price paid therefore is the most responsible price obtainable under the circumstances.
E. 
The Board of Aldermen may make supplemental administrative rules and policies regarding the purchase of any services, materials, supplies or equipment.
