There is hereby established a Board of Park Directors which shall consist of nine (9) members.

The Mayor, with the consent and approval of the Board of Aldermen, shall appoint the Park Directors who shall be citizens of the City.

A. 
The original appointees to the Board shall hold office as follows:
1. 
Three (3) members shall be appointed for an initial term of one (1) year.
2. 
Three (3) members shall be appointed for a term of two (2) years.
3. 
Three (3) members shall be appointed for a term of three (3) years.
B. 
At the conclusion of the Park Director's initial terms of office, the Mayor shall, before the first (1st) day of June of each year, appoint directors who shall hold office for three (3) years or until their successors are appointed and qualified.

A. 
The Board of Park Directors shall, immediately after its appointment, meet and organize by the election of one (1) of its number as President and by the election of such other officers as it may deem necessary.
B. 
The Park Board shall make and adopt such bylaws, rules and regulations for its guidance and for the government of the parks as may be expedient, not inconsistent with Sections 90.500 to 90.570, RSMo. The Board shall have the exclusive control of the expenditures of all money collected to the credit of the Park Fund and of the supervision, improvement, care and custody of the City parks. All monies received for City parks shall be deposited in the Treasury of the City to the credit of the Park Fund and shall be kept separate and apart from the other monies of the City and drawn upon by the proper officers of the City upon the properly authenticated vouchers of the Park Board.
C. 
The Park Board shall have the power to purchase or otherwise secure ground to be used for parks and shall have the power to appoint a suitable person to take care of the City parks and necessary assistants for said person and to fix their compensation and the Board shall have the power to remove such appointees.
D. 
The Park Board shall in general carry out the spirit and intent of Sections 90.500 to 90.570, RSMo., in establishing and maintaining public parks.

The Mayor may remove any member of the Park Board with consent of the Board of Aldermen for misconduct or neglect.
[CC 1984 §17.170]
The Board of Park Directors shall make, on or before the second (2nd) Monday in June, an annual report to the Board of Aldermen stating the condition of its trust as of the thirtieth (30th) day of June of that year; the various sums of money received from the Park Fund and other sources; and how much monies have been expended and for what purposes, with such other statistics, information and suggestions as it may deem of general interest. All portions of the report as related to the receipt and expenditure of money shall be verified by affidavit.
