The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except that the City may by ordinance declare and determine upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof.
The City Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.
Except where otherwise provided by signs erected pursuant to duly passed and approved ordinances, no person shall operate a vehicle on any street in the City in excess of twenty-five (25) miles per hour.
No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law. Peace Officers may enforce the provisions of this Section by directions to drivers, and in the event of apparent willful disobedience to this provision and refusal to comply with direction of an officer in accordance herewith, the continued slow operation by a driver is an ordinance violation.
No person shall operate a motor vehicle upon those portions of the roadways which are set forth and described in Schedule I at a rate of speed in excess of that speed limit set for such portions of the roadways by said Schedule.

A. 
There shall be established on each street within the City of New Haven, Missouri, which abuts and adjoins real property used as a school facility, a school zone.
B. 
The school zone shall be marked by yellow caution lines across the street and by signs set on standards on each side of the street bearing the legend "SCHOOL ZONE — 15 mph".
C. 
The school zone shall be the points on the street fifty (50) feet prior to the intersection of the property line of the school facility to the right-of-way line of the street.
D. 
No person shall operate a motor vehicle between the hours of 7:30 A.M. to 4:00 P.M. Monday through Friday during the period school is in session at a greater speed than fifteen (15) mph.

A. 
In the event there is construction on or near the streets, alleys and public thoroughfares of the City of New Haven and a portion of such street, alley or public thoroughfare shall be needed for such construction and the site used would be in close proximity to vehicular traffic. The Street Commission shall, upon notification or upon his/her own knowledge, determine if the above criteria are met, declare the immediate construction site and an area of four hundred (400) feet on all sides of the site as a "temporary construction zone".
B. 
Upon an area declared as a "temporary construction zone", the Street Commission shall cause to have temporary signs erected facing all vehicular approaches to the "temporary construction zone" bearing the legend "TEMPORARY CONSTRUCTION ZONE" "15 MILES PER HOUR". The signs shall be erected at the edge of the construction zone and shall be at least thirty (30) inches by thirty (30) inches in size.
C. 
It shall be unlawful for any person to drive a vehicle in the temporary construction zone at a speed in excess of fifteen (15) miles per hour.
