The only use of land or buildings permitted by right in District Commercial is the use of the property for single-family dwellings.

A. 
The following uses may be permitted in District Commercial upon the granting of a special permit by the Planning Commission, which permit may include such restrictions and limitations as the Planning Commission deems necessary to protect the appropriate use of neighboring property and to carry out the general intent and purpose of this Zoning Code. Such special permits would be granted by the Planning Commission only after public hearings conducted in accordance with the rules of the Planning Commission.
B. 
Such uses may include:
1. 
Public libraries, Police and Fire stations and public administrative buildings including, but not limited to, a City Hall.
2. 
Electric substations.
3. 
Reservoirs, wells, towers, water supply works.
4. 
Buildings and premises for public utility services or public service organizations, which buildings or uses the Planning Commission deems reasonably necessary for public convenience or welfare.
5. 
Residential or out-patient facilities for the treatment of alcohol and other drug abuse.

Section 405.090 through Section 405.250 of the City Code of Weatherby Lake, together with any changes, amendments or additions thereto, shall hereby be applicable to the Commercial District.
