Redistricting plans must avoid dilution of minority voting strength.

Communities of interest, including those based upon ethnic and economic
factors, shall be preserved within a single district whenever reasonable.

Each district shall be formed of compact, contiguous territories.
(5)
The total length of all district boundary lines shall be as short
as possible.

Redistricting plans shall compensate for 2010 United States Census
undercount of minorities.
(7)
District boundaries shall be reviewed and revised if necessary following
each decennial federal census.
