The position of Building Commissioner and Zoning Administrator is hereby created.

The Building Commissioner and Zoning Administrator shall be hired by the City Administrator with the consent of the Mayor and the Board of Aldermen.

There shall be no residency requirements for the position of Building Commissioner and Zoning Administrator. The person hired must have a valid Missouri driver's license, a minimum of five (5) years experience in the Building Code enforcement field, at least a two (2) year degree in code enforcement or a related field, have a Building Official and Code Administrator certification for Building Inspection and Building Plans Examiner and Certified Building Official (CBO) certification or be a licensed professional engineer in the State of Missouri. The person hired must also have the ability to read and understand building plans and specifications and have experience with issuing building permits. Also, the person hired must have experience or the ability to deal with the public, contractors and developers in all types of situations and be able to inspect new construction and remodeling projects to verify compliance with the City and building codes currently adopted by the City, and to act on any questions relative to the subject of construction within the City. In addition, it is desired the person hired have supervisory capabilities.

A. 
The Building Commissioner and Zoning Administrator shall:
1. 
Direct and enforce compliance with all the provisions of the Codes of the City relating to construction matters and act upon any questions relative:
a. 
To the mode or manner of construction and the materials to be used in the erection, alteration, improvement, repair, removal, demolition, and modification of any building or structure within the City; and
b. 
To the location, use occupancy and maintenance of all buildings and structures.
2. 
Review all plans for building construction or modification and all plans for land subdivision and land use for compliance with the Code and Ordinances of the City of Frontenac and advise all officials, boards and commissions of the City of Frontenac of the results of such review.
3. 
Receive applications and issue permits for erection, alteration and demolition of all buildings and structures in the City, and thereafter inspect the premises for which such permits have been issued so as to ensure compliance with the Codes of the City dealing with construction, development and subdivision matters.
4. 
Issue all necessary notices and orders attendant to illegal and unsafe conditions.
5. 
Take all action within his/her authority to:
a. 
Ensure compliance by all builders and owners within the City with the Code requirements dealing with construction, development and subdivision matters for the safety, health and general welfare of the public;
b. 
Ensure compliance with all necessary safeguards during construction;
c. 
Ensure compliance with all requirements for adequate exitway facilities in existing buildings and structures; and
d. 
Ensure compliance with the provisions of Chapter 525 of the Code of Ordinances in the City of Frontenac as relating to the erection and maintenance of all signs, supporting structures and illuminating devices and equipment.
6. 
Oversee all public works performed in the City including, but not limited to, the maintenance and repair of streets, sidewalks and bridges.
7. 
Oversee refuse collection for the City under the general direction of the City Administrator and the guidance of the Mayor and Board of Aldermen.
8. 
Undertake any special assignment as directed by the City Administrator related to matters of construction, subdivisions, public works, safety, water flow, transportation, streets, sidewalks, parks, etc.
