Applications for building permits shall be accompanied by a
drawing or plat, in duplicate, showing the lot plan; the location
of the building on the lot; accurate dimensions of building and lot
and such other information as may be necessary to provide for the
enforcement of these regulations. In the case of property not platted
of record, all drawings or plats shall be based upon a survey executed
and signed by a registered surveyor. A careful record of the original
copy of such applications and plats shall be kept in the office of
the Building Commissioner and Zoning Administrator. A building permit
shall be required for all new buildings and for all enlargements,
structural alterations, major repairs and demolitions of existing
buildings. No permit shall be granted unless the proposed new construction,
alteration or repair complies with the provisions of this Chapter.
