A.
Subject to the conditions set forth in Subsection (C) below, and pursuant to the authority of Section 88.670, RSMo., 2000, the City of Frontenac hereby ratifies and confirms all prior City or other governmental actions and authorizations approving the opening and improvement of all streets, avenues, alleys and other highways and sidewalks within the City, and to the extent that it may be deemed necessary or prudent to do so, "establishes the grade" of all streets, avenues, alleys and other highways and sidewalks within the City as being that grade which currently exists as of the adoption of this Article as shown by the records of the City, the St. Louis County Recorder's office and applicable USGS surveys.
B.
Subject to the conditions set forth in Subsection (C) below, the City of Frontenac hereby determines and declares that all streets, avenues, alleys and other highways and sidewalks within the City have heretofore been "brought to grade" within the meaning of Section 88.680, RSMo., 2000.
C.
The adoption
of this Article shall not serve, nor shall the Article be construed
or applied, to accomplish, approve or accept in any manner the dedication
or public acceptance of any streets, avenues, alleys and other highways
or sidewalks, rights-of-way or improvements by the City of Frontenac.
The legal status, ownership and responsibility for all such property
shall remain unchanged by the adoption of this Article.
