The delivery and pickup of money or other valuables by employees
of an established security guard firm is excepted from the provisions
of this Chapter.

It shall be the duty of all private watchmen, private detectives
or security guards licensed in this City to make a written report
to the City's Chief of Police in the event of any violation of the
criminal laws of the State or attempt thereat by any person which
shall come to their knowledge.

No private watchman, private detective or security guard shall
be permitted to carry firearms of any kind in the City unless he/she
is authorized to do so by the St. Louis County Police Department and
the Frontenac Police Department.

No person shall work as a private watchman, private detective
or security guard in the City without first having obtained a permit
from the Chief of Police to perform such work in the City.

Application for a permit under this Article shall be made in
person and in writing on a form to be furnished by the Chief of Police,
which shall show where and when such work is to be performed, and
the name of the applicant's employer.

In the event of any change of time or place of such work it
shall be the duty of any permittee under this Article to notify the
Chief of Police and obtain an amendment of his/her permit.

A.
A required
fee of five dollars ($5.00) per year shall be paid for the permit
to work as a private watchman, private detective or security guard
in the City of Frontenac.
B.
Upon
payment of the required fee by the private watchman, private detective
or security guard, an identification card shall be issued to said
person by the Frontenac Police Department and must be in said person's
possession at all times while performing work within the City of Frontenac.

A temporary working permit shall be issued to private watchmen,
private detectives and security guards assigned by security companies
for one (1) or two (2) eight (8) hour shifts constituting a special
occasion within the City, such as a special commercial display, grand
opening, introduction of art or things of special consequence that
would not relate to regular employed watchmen, detectives or security
guard service. The request for a temporary permit must be in writing
forty-eight (48) hours prior to the performance of said duty, and
shall be issued by the Chief of Police of the City of Frontenac.

The Chief of Police of the City of Frontenac shall have the
right to suspend or refuse such permit and the right of a private
watchman, private detective or security guard to so work in the City
of Frontenac, in the event such person be charged, in any jurisdiction,
with having committed any felony or any misdemeanor involving moral
turpitude in this or any other jurisdiction. Within ten (10) days
after being notified of such suspension, or refusal, such person may
make written request to the Chief of Police of the City of Frontenac
for a hearing regarding such suspension or refusal and the Chief of
Police of the City of Frontenac shall promptly afford a hearing to
such person. Upon conviction of any ordinance or law violation mentioned
in this Section, the Chief of Police of the City of Frontenac may
revoke such permit and right to so work in Frontenac.
