A.
The Chairman
and the Board of Trustees hereby adopt the operation and maintenance
policies outlined in the Village of Marlborough Operation and Maintenance
Program Manual for the prevention and reduction of pollution in stormwater
runoff. A copy of said manual is on file in the Village offices and
made a part hereof.
B.
It is
hereby declared to be the intention of the Board of Trustees that
the sections, paragraphs, sentences, clauses and phrases of the Operation
and Maintenance Manual are severable and if any phrase, clause, sentence,
paragraph or section of this manual shall be declared unconstitutional
or otherwise invalid by the valid judgment or decree of any court
of competent jurisdiction, such unconstitutionality or invalidity
shall not affect any of the remaining phrases, clauses, sentences,
paragraphs and sections of the Operation and Maintenance Manual, since
the same would have been enacted by the Board of Trustees without
the incorporation in this manual of any such unconstitutional or invalid
phrase, clause, sentence, paragraph or section.
