There may be designated by the Director of the Department one or more City employees to serve under the supervision of the Bureau of Traffic Control within the Department of Police as parking enforcement officers. Such person or persons shall have the powers of a law enforcement officer only to the extent that they shall be empowered to issue summonses and complaints for violations of nonmoving (parking) motor vehicle violations as provided for under N.J.S.A. 39:5-3 and the rules governing the courts of the State of New Jersey and violations of City ordinances. Such persons shall not be regular members of the Department of Police, nor shall they have any of the powers or authority of a regular or special police officer, except as expressly granted herein, in connection with nonmoving motor vehicle violations and ordinance violations. Such persons may be designated on a temporary or permanent basis to serve in the capacity of parking and ordinance violations officers in addition to and in conjunction with any other position, title or office held by said persons without additional compensation. In every instance in which an employee acts in the capacity of a parking enforcement officer hereunder, in addition to any other City employment, he shall be subject to the supervision of the Police Bureau of Traffic Control only insofar as his activities involve the discharge of the powers and authority herein conferred.
A parking enforcement officer is not a special law enforcement officer within the meaning of the Special Law Enforcement Officers Act, P.L. 1985, c. 439 (N.J.S.A. 40A:14-146.8 et seq.) and is not a member of the police force of the municipality in which he is employed as a parking enforcement officer. No parking enforcement officer may carry or use a firearm while on duty. A parking enforcement officer is not eligible for membership in the Police and Firemen's Retirement System established pursuant to P.L. 1944, c. 255 (N.J.S.A. 43:16A-1 et seq.).
A. 
No person may be appointed as a parking enforcement officer unless, at a minimum, the person:
(1) 
Is a resident of this state during the term of appointment.
(2) 
Is able to read, write and speak the English language well and intelligently.
(3) 
Is of sound mind and in good health.
(4) 
Is of good moral character.
(5) 
Has not been convicted of any offense involving dishonesty or which would make the person unfit to perform the duties of his office.
B. 
An applicant for the position of parking enforcement officer appointed pursuant to this chapter shall have fingerprints taken, which fingerprints shall be filed with the Division of State Police and the Federal Bureau of Investigation. Before any parking enforcement officer is appointed pursuant to this chapter, the Chief of Police or other chief law enforcement officer of the municipality shall ascertain the eligibility and qualifications of the applicant and report these determinations to the Director designating the employee for appointment as a parking enforcement officer.
The authority granted herein shall not be construed as a limitation on the authority granted to the Parking Authority of the City of Camden to appoint parking enforcement officers pursuant to the authority granted to it in § 7-69 of the City of Camden Code and N.J.S.A. 40:11A-1 et seq., the Parking Authority Law.
