As used in this article, the following terms shall have the meanings indicated:
FISCAL IMPACT STUDY REPORT
That certain financial report required, unless waived, under § 870-273, Community impact assessment, of the City's Zoning Code, which report describes in detail the anticipated demand on City services, anticipated revenues to the City, and any other anticipated financial impacts to be faced by the City as a result of the planned redevelopment or development project. A community impact assessment containing the aforesaid financial report that is duly approved by the Planning Board shall be appended to the Human Capital Plan, which shall fully satisfy the herein financial report requirement.

HUMAN CAPITAL ANALYSIS
A community engagement process based on, and in response to, existing neighborhood conditions and human service needs conducted as part of, or in response to, a physical redevelopment or development planning process.
HUMAN CAPITAL PLAN
That certain plan which:
A. 
Describes and formalizes the goals and objectives, as determined in a human capital analysis, essential for neighborhood residents to achieve self-reliance and an improved quality of life;
B. 
Responds directly to neighborhood residents' needs, as identified in a human capital analysis;
C. 
Is tailored to, and builds upon, the existing assets and neighborhood residents of a community and leverages other City, state and federal resources;
D. 
Recommends an implementation strategy to address the human capital needs of neighborhood residents and improve their formal and informal support networks;
E. 
Provides cost estimates for implementation; program design and operation; and plan management, evaluation and reporting; and
F. 
Contains a fiscal impact study report, where applicable.

NEIGHBORHOOD RESIDENT
Any and all neighborhood residents affected by a redevelopment or development project in their community.
As of the effective date of this article, the City shall cause to be performed a human capital analysis, resulting in a human capital plan, in conjunction with all redevelopment and development planning for neighborhoods. The human capital analysis and plan shall be included as an appendix to the filed redevelopment or development plan for neighborhoods.
The community-prioritized needs identified in the human capital analysis and plan shall be used to develop a clear understanding of necessary human capital investments. The Camden Redevelopment Agency, as implementer of redevelopment and development plans in the City, shall work with redevelopers and developers to identify how their projects can assist in meeting the community-prioritized needs identified in the human capital analysis and effectuated through the human capital plan.
A. 
As of the effective date of this article, redevelopment or development agreements for projects in neighborhoods with human capital plans shall include language regarding how the project can assist in achieving the goals identified by the human capital analysis as effectuated through the human capital plan.
B. 
Per the provisions of N.J.S.A. 40A:12A-27, the Camden Redevelopment Agency shall provide an annual report to the City Council with a summary of all redevelopment and development plans; neighborhood plans; and redevelopment and development agreements that incorporated a human capital analysis plan/component in accordance with this article.
