In order to make adequate provision for and to stimulate, guide, direct, arrange and beautify the City and the future development and growth of the City, there shall be a commission known as the City Plan Commission. Membership, officers, powers, duties, responsibilities and rules shall be as provided in the Charter, this Chapter and the Zoning Code.

The City Plan Commission shall have the duty and authority to prepare and submit to the Council a master plan for the physical development of the City, including the general location, character and extent of streets, bridges, parks, waterways, and other public ways, grounds and spaces, together with the general location and arrangement of public buildings, other public property, public utilities, and the extent and location of any public housing or slum clearance project, and shall recommend such modifications of such plan, from time to time, as it deems to be in the City's interest. It shall act as the Zoning Commission, and shall have the authority to prepare, adopt and recommend to the Council for enactment a Comprehensive Plan for the zoning of the City, with such regulations as to the location, height, width and bulk of buildings and other structures, and the size of the yards, courts and other open spaces surrounding the same, and the use of such buildings, structures and land as it shall determine to be necessary or desirable for the promotion of the health, safety, morals and general welfare of the inhabitants of the City, and may recommend changes or amendments therein from time to time as may seem desirable. It shall consider all proposals for amendments or changes in the zoning law, and make its recommendations thereon to the Council. Plans for all proposed subdivisions shall, before approval by the Council, be submitted to the Plan Commission for its recommendations with respect thereto.

It shall also be the duty of the City Plan Commission to prepare and recommend such national, State and municipal legislation as may be necessary in carrying out the recommendations or suggestions of the Commission.
