A. 
The Chief of Police by and with the approval of the City Traffic Engineer is hereby empowered to make regulations necessary to make effective the provisions of the traffic ordinances of the City and to make and enforce temporary or experimental regulations to cover emergencies or special conditions. No such temporary or experimental regulation shall remain in effect for more than ninety (90) days.
B. 
The City Traffic Engineer may test traffic control devices under actual conditions of traffic.

A. 
The City Manager, with notice to the Traffic Commission, is empowered to establish and remove temporary regulations necessary to make effective the general provisions of this Title in the following classes of cases and in the manner prescribed:
1. 
Parking prohibitions. Prohibition of parking along a curb shall be warranted when one (1) of the following criteria exists:
a. 
On a two-way street where and when the average hourly volume of traffic per lane in all lanes (excluding the parking lane) in one (1) direction in any hour or hours exceeds five hundred (500) vehicles per hour, the parking shall be prohibited along the curb or edge of roadway on the right of these traffic lanes; provided however, that in all cases parking shall be prohibited all day or only during one (1) or a combination of periods of time as follows: 7:00 A.M. to 9:00 A.M., 4:00 P.M. to 6:00 P.M. or 7:00 A.M. to 6:00 P.M.;
b. 
On a one-way street where and when the average hourly volume of traffic per lane in all lanes (excluding the right and left parking lanes) in any hour or hours exceeds five hundred (500) vehicles per hour, the parking shall be prohibited during the hour or hours when such volume is exceeded and shall be prohibited first along the left-hand curb or edge of roadway and successively along the right-hand curb or edge of roadway as required; provided however, that in all cases parking shall be prohibited all day or only during one (1) or a combination of periods of time as follows: 7:00 A.M. to 9:00 A.M., 4:00 P.M. to 6:00 P.M. or 7:00 A.M. to 6:00 P.M.;
c. 
Any specific ordinance provisions calls for such prohibition such as in a crosswalk;
d. 
Where vehicles waiting at an electric signal require more lane capacity;
e. 
Where visibility at an intersection is restricted by vehicles parking too close to the cross street, visibility being reduced below safe stopping distances for allowable operating speeds as adopted by the Institute of Traffic Engineers;
f. 
Where the narrowness of the street causes difficulty in maneuvering turns unless parking is prohibited;
g. 
Where a special turning lane requires additional lane capacity at an intersection;
h. 
Where the Fire Department requires a prohibition of parking to provide for adequate movement for fire apparatus.
2. 
Parking restrictions. Restriction of curb parking to certain amounts of time during certain hours of the day shall be warranted according to the following criteria:
a. 
Where vehicles are parked in front of residences for periods of time longer than two (2) hours and when the City Manager is petitioned to act by more than seventy-five percent (75%) of the residents abutting a curb in one (1) block, such parking shall be restricted as to the length of time of parking and to the hours when such restrictions apply;
b. 
Where vehicles are parked in front of a place of business for periods of time longer than two (2) hours and, when the proprietor of such place of business or the Traffic Commission requests the City Manager to act, such parking shall be restricted to a length of time not in excess of two (2) hours during the hours of business of such establishments.
3. 
Turning movements at intersections. Turning movements at intersections may be prohibited when any one (1) of following criteria exists:
a. 
The turning movement is a left-turning movement and represents less than ten percent (10%) of the through traffic movement and such turning movement is observed to impede through movement of traffic;
b. 
Where a turning movement is not the only means of access or egress and represents a hazard to safety as evidenced by three (3) or more collisions in a twelve (12) month period where the turning movement was involved;
c. 
Where the turning movement is not the only means of access or egress and materially contributes to congestion or complicating factors in an involved intersection.
4. 
Speed limit signs. Temporary "Work Zone — Speed Limit" signs may be installed during construction activities when the road characteristics, shoulder condition, grade, alignment, and sight distance, roadside development and environment, parking practices and pedestrian activity require a reduction and strict enforcement of the speed limit. The State Highways and Transportation Commission or the Director of Public Works and Parks with respect to roads under their respective jurisdictions, on any section where construction or major maintenance operations are being affected, may fix a speed limit in such areas by posting of appropriate signs, and the operation of a motor vehicle in excess of such speed limit in the area so posted shall be deemed prima facie evidence of careless and imprudent driving and a violation of Section 340.140.
5. 
One-way traffic designation. Temporary designation for traffic to be one-way shall be warranted if construction activities impede the two-way traffic flow on a narrow street and/or if a parking lane is removed by the construction of new improvements on that parking lane.
B. 
The regulations established by the City Manager pursuant to the above criteria and limitations shall be effective for a period not to exceed twelve (12) months during which time the Council shall be fully advised of the nature and effect of such regulations. The City Manager shall submit an annual report to the Council setting forth the regulations which he/she had established during the preceding months together with a recommendation from the Traffic Commission as to which of such regulations should be continued in force by ordinance of the Council. Any regulation failing to be continued by Council ordinance shall automatically become null and void after it has been in effect for twelve (12) months unless terminated sooner by the City Manager.
