The Director of Public Works and Parks is authorized to determine
and designate intersections where a particular hazard exists upon
other than through streets and to determine whether vehicles shall
yield the right-of-way to vehicles on a different street at such intersection,
in which event the Director of Public Works and Parks shall cause
to be erected a yield sign at every place where obedience thereto
is required.

A.
Generally — Erection, Etc., Of Stop Signs. Every operator of a vehicle or other conveyance or operator of a streetcar traveling on any street intersecting any through street as designated by Section 390.010 or by other City ordinance shall stop such vehicle, other conveyance or streetcar before entering or crossing such through street, subject, however, to the direction of any traffic control sign or signal or any Police Officer at such intersection.
The Director of Public Works and Parks is authorized and required
to place and maintain or cause to be placed and maintained on every
street intersecting a through street so designated, and at or near
the property line of the through street, appropriate signs upon the
street (and in addition thereto may place and maintain any appropriate
devices or marks in the roadway), such signs, devices or marks to
bear the word "Stop" and such signs to be located in such position
and to be provided with letters of a size to be clearly legible from
a distance of at least one hundred (100) feet along the street intersecting
the through street. All such signs shall be illuminated at night or
so placed as to be illuminated by the headlights of an approaching
motor vehicle or by street lights.
B.
Obedience To Preceding Subsection. Whenever any intersection has been designated by Schedule VII, or by other City ordinance as a stop intersection for certain entrances thereto and stop signs have been erected as provided in Subsection (A) of this Section, every operator of a vehicle or other conveyance or operator of a streetcar shall bring his/her vehicle, other conveyance or streetcar to a stop in the manner provided in Subsection (A) of this Section.
C.
Yielding At Stop Signs. The operator of any vehicle who
has stopped as required by law in obedience to a stop sign at an intersection
shall yield to other vehicles within the intersection or approaching
so closely on the protected street as to constitute an immediate hazard,
but such operator having so yielded may proceed, and other vehicles
approaching the intersection on the protected street shall yield to
the vehicle so proceeding into or crossing the protected street.

A.
When
any person driving a vehicle approaches a railroad grade crossing,
the driver of the vehicle shall operate the vehicle in a manner so
he/she will be able to stop, and he/she shall stop the vehicle not
less than fifteen (15) feet and not more than fifty (50) feet from
the nearest rail of the railroad track and shall not proceed until
he/she can safely do so if:
1.
A clearly
visible electric or mechanical signal device warns of the approach
of a railroad train; or
2.
A crossing
gate is lowered or when a human flagman gives or continues to give
a signal or warning of the approach or passage of a railroad train;
or
3.
An approaching
railroad train is visible and is in hazardous proximity to such crossing;
or
4.
Any
other traffic sign, device or any other act, rule, regulation or Statute
requires a vehicle to stop at a railroad grade crossing.
B.
No person
shall drive any vehicle through, around or under any crossing gate
or barrier at a railroad crossing when a train is approaching while
such gate or barrier is closed or is being opened or closed.

The driver of a vehicle emerging from an alley, driveway or
building shall stop such vehicle immediately prior to driving onto
a sidewalk or onto the sidewalk area extending across any alleyway
or driveway, and shall yield the right-of-way to any pedestrian as
may be necessary to avoid collision, and upon entering the roadway
shall yield the right-of-way to all vehicles approaching on said roadway.
