A. 
The City of Richmond Heights is hereby divided into the following zoning districts:
1. 
Residential districts.
"R-1A" Family Residential District
"R-1B" Family Residential District
"R-1C" Family Residential District
"R-2A" Family Residential District
"R-2B" Family Residential District
"R-3" Family Residential District
"R-4" Two-Family Residential District
"R-5" Multi-Family Residential District
"R-6" Multi-Family Residential District
2. 
Business districts.
"C-1" Neighborhood Business District
"C-2" General Business District
3. 
Planned districts.
"PD-R" Planned Development — Residential
"PD-C" Planned Development — Commercial
"PD-MxD" Mixed Use Developments (Planned Developments involving a mixture of residential and non-residential uses)

The locations and boundaries of the zoning districts established herein are shown upon the Zoning Map which is hereby incorporated into and made a part of this Chapter (see Section 405.130). The Zoning Map, together with all duly enacted notations, references and other information shown thereon and all amendments thereto, shall have the same force and effect as if the Zoning Map, together with all notations, references and other information shown thereon, were fully set forth and described herein.

A. 
Whenever any uncertainty exists as to the boundary of any use district as shown on the Zoning Maps incorporated herein, the following rules shall apply:
1. 
Where district boundary lines are indicated as following streets, alleys or similar rights-of-way, they shall be construed as following the centerlines thereof.
2. 
Where district lines are indicated as approximately following lot lines, such lot lines shall be construed to be such boundaries.
3. 
Where a lot held in one (1) ownership and of record on the effective date of this Chapter (October 3, 1988) is divided by a district boundary line, the entire lot shall be construed to be within the district containing more than half the area of the lot.

If, in accordance with procedures of this Chapter and of Chapter 89, Revised Statutes of Missouri, and as may be amended, a change is made in a zoning district boundary, such change shall be made by the Zoning Administrator or his/her designee, with an entry on the Official Zoning Map, promptly after the ordinance authorizing such change shall have been adopted by the City Council and published.

The Official Zoning Map shall be located in City Hall, (copies of which shall be available for public inspection) and, with the revised ordinance, shall be the final authority as to the current zoning status of any land, parcel, lot, district, use, building or structure in the City.

In the event that the Official Zoning Map becomes damaged, destroyed, lost or difficult to interpret because of the nature or number of changes made thereto, the City Council may, by ordinance, adopt a new Official Zoning Map which shall supersede the prior Official Zoning Map. The new Official Zoning Map may correct drafting or other errors or omissions on the prior Official Zoning Map, but no such correction shall have the effect of amending the Zoning Ordinance or the prior Official Zoning Map. The new Official Zoning Map shall be identified by the signature of the Mayor, attested by the City Clerk and shall bear the following words: "This is to certify that this is the Official Zoning Map referred to in the Zoning Ordinance (No. 4238), adopted on October 3, 1988 and amended and readopted in Ord. No. 5090 §1 adopted on November 3, 2008; this map replaces and supersedes the previous Official Zoning Map." Unless the prior Official Zoning Map has been lost, or has been totally destroyed, the prior map or any significant parts thereof remaining shall be preserved together with all available records pertaining to its adoption or amendment. The Richmond Heights Zoning Map which is on file in the City offices reflects all rezoning through Ord. No. 5084, adopted on August 18, 2008, and is hereby adopted as the Official Zoning Map of the City of Richmond Heights.

The regulations established by this Chapter within each zoning district shall be the minimum regulations for promoting and protecting the public health, safety and general welfare and shall be uniform for each class of land or building, dwellings and structures throughout each district.

The provisions of this Chapter shall apply to all uses, structures, improvements and alterations currently existing or approved by the City after enactment of this Chapter.

All rights or remedies of the City are expressly saved as to any and all violations of any previous zoning ordinance or amendments thereto of the City and that have accrued at the time of the effective date of this Chapter, and such accrued violation of previous zoning ordinances which would otherwise become non-conforming uses under this Chapter shall be considered as violations of this Chapter in the same manner that they were violations of prior zoning ordinances of the City.
