The State traffic laws regulating the speed of vehicles shall be applicable upon all streets within the City, except that the City may by ordinance declare and determine upon the basis of engineering and traffic investigation that certain speed regulations shall be applicable upon specified streets or in certain areas, in which event it shall be unlawful for any person to drive a vehicle at a speed in excess of any speed so declared when signs are in place giving notice thereof, but no City ordinance shall regulate the speed of vehicles upon controlled access highways of the State.

The City Traffic Engineer is authorized to regulate the timing of traffic signals so as to permit the movement of traffic in an orderly and safe manner at speeds slightly at variance from the speeds otherwise applicable within the district or at intersections and shall erect appropriate signs giving notice thereof.

A. 
Generally. No person shall drive or operate a vehicle upon a street at a speed greater than is reasonable and prudent, having due regard to the traffic, surface and width of the street and the hazard at intersections and any other conditions then existing. Every driver or operator of a vehicle shall exercise the highest degree of care, particularly in driving at a rate of speed so as not to endanger the life, limb or property of any person; provided, that this provision shall not be construed to relieve the plaintiff in any civil action from the burden of proving negligence upon the part of the defendant and that such negligence is the proximate cause of an accident.
B. 
Basic Speed Limits. No person shall drive or operate any motor vehicle at a speed in excess of the following speed limits:
The speed on any street or highway, except permanent interstate highways, in the City shall not exceed twenty-five (25) miles per hour, both daytime and nighttime, whether so posted or not, unless otherwise posted. The speed in any City park shall not exceed ten (10) miles per hour, both daytime and nighttime, whether so posted or not, unless otherwise posted.
No person shall drive a motor vehicle at such a slow speed as to impede or block the normal and reasonable movement of traffic, except when reduced speed is necessary for safe operation or in compliance with law. Peace Officers may enforce the provisions of this Section by directions to drivers, and in the event of apparent willful disobedience to this provision and refusal to comply with direction of an officer in accordance herewith, the continued slow operation by a driver is an ordinance violation.
