Conformity With Comprehensive Plan And Zoning Regulations. The proposed subdivision shall conform to the Comprehensive Plan and zoning regulations of the City of De Soto.

A. 
Conformity. The arrangement, character, extended width, grade and location of all streets shall conform to the Comprehensive Plan and zoning regulations.
B. 
Relation To Adjoining Street System. The arrangement of streets in new subdivisions shall make provision for the continuation of the existing streets in adjoining areas.
C. 
Projection Of Streets. Where adjoining areas are not subdivided, the arrangement of streets in new subdivisions shall make provisions for the proper projection of streets.
D. 
Streets To Be Carried To Property Lines. When a new subdivision adjoins unsubdivided land unsusceptible of being subdivided, then the new streets shall be carried to the boundaries of the tract proposed to be subdivided.
E. 
Street Jogs Prohibited. Street jogs with centerline offsets of less than one hundred twenty-five (125) feet shall be prohibited.
F. 
Dead-End Streets Or Cul-De-Sacs. Where it is desirable to subdivide a tract of land, which because of its size, location, topography or shape does not permit a normal street arrangement, there may be established one (1) or more dead-end streets or cul-de-sacs; provided that such streets shall not be longer than six hundred (600) feet and that the street shall make adequate provisions for the turning around of vehicles at this terminal point by providing a circular drive having an overall street right-of-way diameter of not less than ninety (90) feet and an improved roadway of seventy (70) feet.
G. 
Marginal Access Streets (Minor Streets). Where a subdivision abuts or contains an existing arterial street, the Commission may require marginal access streets or other such treatment as may be necessary for adequate protection of residential properties and to afford separation of through and local traffic.
H. 
Minor Streets. Minor streets shall be laid out so that their use by through traffic will be discouraged.
I. 
Street Widths. The minimum number of lanes, widths of right-of-ways, and pavement widths shall be as follows:

* A minimum width variance of thirty-six (36) feet [twelve (12) foot drive lanes, six (6) foot shoulders] may be granted in non-residential areas if approved by the City Manager.
J. 
Intersection. The intersection of more than two (2) streets at one (1) point shall be avoided except where it is impracticable to secure a proper street system otherwise. Streets shall intersect one another at an angle as near to a right angle as possible, and no intersection of streets at angles of less than forty-five degrees (45°) shall be approved.
K. 
Curb Radius. Curb radius at street intersections for industrial streets shall be a minimum of forty (40) feet. Property lines at street intersections shall be rounded with a radius or chord as necessary in order to provide curb radius. The minimum curb radius for non-industrial streets is twenty-five (25) feet.
L. 
Subdivision Into Tracts Larger Than Ordinary Building Lots. Where a tract is subdivided into larger parcels than ordinary building lots, such parcels shall be arranged so as to allow the opening of future streets and logical further resubdivisions.
M. 
Street Grades. The minimum and maximum street grades shall be one percent (1%) and ten percent (10%) respectively for minor streets. Major and secondary streets shall have a maximum grade of eight percent (8%). The City Engineer may approve grade variances. On streets with grades greater than six percent (6%), pavement lugs shall be required at two hundred (200) feet intervals.
N. 
Street Names And Numbers. Streets that are obviously in alignment with others already existing and named shall be the name of the existing street, and names of new streets shall not duplicate existing or platted street names otherwise. Before the final plat of a subdivision is approved, the subdivider shall submit to the Planning Commission a statement from the local Postmaster approving the names of the proposed streets.
O. 
Name Of Subdivision. The subdivision name shall not duplicate or be the same in spelling or alike in pronunciation as any other recorded subdivision in De Soto, Missouri.
P. 
Street Lights. Installation of street lights shall be required with design and specification standards approved by the City Manager or his/her designee.

A. 
Residential Areas. Alleys shall not be required in residential areas.
B. 
Commercial And Industrial Districts. Alleys shall be provided in commercial and industrial districts, except where other provisions are made for service access such as off-street loading, unloading, and parking consistent with and adequate for the uses proposed.
C. 
Width. The right-of-way width of an alley shall be twenty (20) feet.

A. 
Provided For Utilities. Easements of at least five (5) feet shall be provided on each side of all rear lot lines and on side lines where necessary for poles, wires, conduits, storm and sanitary sewers, gas and water mains. Easements of greater widths may be required where necessary for the extension of main sewers and similar utilities.
B. 
Provided For Drainage. Whenever any watercourse, drainageway, channel or stream is located in an area that is being subdivided, the subdivider shall at his/her own expense make, subject to approval of the City Manager or his/her designee, adequate provision for straightening or widening the channel so that it will properly carry the surface water and shall also provide and dedicate to the City additional easements along each side of the stream, which easements shall be for the purpose of future widening, improving or protecting the stream. The width of such easement shall not be less than ten (10) feet from each bank of the stream and the total width of such easement shall be adequate to provide for any necessary channel relocation and straightenings. All that portion set aside as open stormwater channel easements shall not be included as the part of the lot area.

A. 
Factors Governing Dimensions. Block length and width or acreage within bounding roads shall be such as to accommodate the size of lot required in the area by the zoning ordinance and to provide for convenient access, circulation control, and safety of street traffic.
B. 
Lengths. Block lengths shall not exceed one thousand (1,000) feet between street lines.
C. 
Arrangements. A block shall be so designed as to provide two (2) tiers of lots. Double frontage lots shall be avoided, except where blocks are adjacent to major streets, railroads or waterways.

A. 
Dimensions. Lot dimensions and area shall not be less than the requirements of the zoning ordinance.
B. 
Location. All lots shall abut by their full frontage on a publicly dedicated street or a street that has received legal status as such.
C. 
Lines. All side lot lines shall be at right angles to straight street lines, or radial to curved street lines, unless variation to this rule will give a better street and lot plan.
D. 
Corner Lots. Extra width shall be provided on corner lots to provide for at least the same building areas as are provided in interior lots because of the side building line requirements on lots siding on streets.
E. 
Lot Remnants. All remnants of lots below minimum size left over after subdividing of a larger tract must be added to adjoining lots, rather than allowed to remain as unusable parcels.
F. 
Building Lines. Building lines shall be shown on all lots.

The requiring of the dedication of public space shall not constitute an acceptance of the dedication by the City.

A. 
General. Prior to acceptance by the City, the subdivider shall have installed or shall have entered into a written agreement with the City for the ultimate installation of the following in accordance with specifications approved by the City.
B. 
Streets.
1. 
Surfacing. The subdivider shall grade to the full width of the proposed streets and alleys (if any) plus one (1) foot on each side within the subdivided area. The paving of new streets shall conform to the following minimum standards.

2-inch "C" mix asphaltic concrete with 8-inch "X" mix asphaltic concrete and 4-inch crushed limestone aggregate base.
2. 
Curbs, gutters and drainage. The subdivider shall provide six (6) inch vertical curbs on both sides of the roadway for all streets with the exception of minor residential streets, which shall require a four (4) inch rolled curb. Subdivider shall provide a twenty-four (24) inch pad, curb, and gutter for bituminous paved streets. The City Engineer for areas that require open drainage for stormwater may waive curb requirements.
3. 
Sidewalks. Sidewalks shall be four (4) inches of concrete with the exception of sidewalks crossing driveways and entrances (plus five (5) feet to either side) being six (6) inches thick. Sidewalks shall be constructed along at least one (1) side of every minor street shown in the plat in accordance with the applicable standard specifications of the City and must be constructed along both sides of all arterial and collector streets; provided however, that the Commission may waive this requirement.
C. 
Sewers. The subdivider shall install storm and sanitary sewers and provide a sanitary sewer connection for each lot in accordance with the standards and specifications of the Missouri Department of Natural Resources. Before the improvements are started, the plans thereof must be approved by the Missouri Department of Natural Resources and at least one (1) copy of the plans as submitted shall carry their stamp. Whenever feasible, the sewers shall not be constructed within the anticipated paving area and house connections to each lot from the sanitary sewers shall be carried beyond the anticipated curb lines. Before planning sanitary sewer extensions, the subdivider shall confer with the City in order to determine availability of mains and the current regulations on sewer extensions. The plans for subdivisions in a flood plain must meet the regulations of the City Codes.
D. 
Water Mains. The subdivider must provide for installation of six (6) inch lined cast-iron, ASTN Class 200 PVC water mains and fire hydrants with service approved by the Missouri Department of Natural Resources. The developer shall bear the cost of preparing plans and specifications for submission to the proper authorities. The subdivider shall extend from existing City main. The water mains must meet AWWA standards and the City must approve the material prior to construction.
