There shall be a city court which shall have jurisdiction to hear and determine any cases arising under this Charter or the ordinances of the city. Any party aggrieved by any judgment rendered by the city court shall have the right to appeal therefrom to the circuit court of St. Louis County in such manner as may be provided by ordinance. The city court may punish contempts of court by a fine not exceeding fifty dollars or by imprisonment not exceeding ten days, or both, enforce its orders and judgments as a court of record may, and render final judgment of any forfeited bond or recognizance returnable to such court subject to appeal as in other cases.

The city court shall be presided over by a judge, who shall be a resident of this city and a licensed member of the bar of this state, appointed by the city manager for a term of two years, but who shall be removable by the city manager at any time for cause with the consent of the council. He shall receive such compensation as may be fixed by ordinance. Whenever the judge is absent or unable to act, the city manager shall appoint an eligible person to act during such absence or disability. The court shall be held in such places as the city manager may direct.

The chief of police and his subordinates shall serve as the bailiff and deputy bailiffs of the city court and enforce its orders, judgments and decrees.
