For the purpose of conserving the supply of water available
for consumption within the City during periods of shortages of water
available from water utilities supplying water within the City, the
Mayor may declare the existence of a water shortage and impose a period
of restrictions on the outdoor use of water whenever any water utility
serving within the City imposes restrictions on the use of water produced
by it. Such declaration by the Mayor shall impose restrictions on
the use of water within the area served by the water utility by every
member of a residential household, every operator of a business or
commercial enterprise, every school, church, association or other
organization in possession or control of any area within the City
boundaries where treated water is available from such water utility
for outdoor use beginning at 12:01 A.M. of the day following such
declaration. The declared period of water restrictions shall terminate
upon the Mayor's further declaration of such termination which shall
coincide with the removal of restrictions by the water utility.

A.
The restrictions
imposed shall relate to water used in any form of outdoor irrigation,
car washing and all other outdoor applications of water and beginning
with the first (1st) day following the declaration of imposed water
restrictions, it shall be unlawful for any person to apply or consume
treated water for such outdoor purposes within the service area of
the water utility contemporaneously imposing restrictions except upon
the following schedule and circumstances:
1.
Residents
and household members residing at places of residence assigned post
office addresses or box numbers ending in an even number may engage
in outdoor watering on even-numbered calendar days;
2.
Businesses,
other commercial enterprises, schools, churches, institution and other
organizations with an assigned post office address or box number ending
in an even number may engage in outdoor watering on even-numbered
calendar days;
3.
Residents
and household members residing at places of residence assigned post
office addresses or box numbers ending in an odd number may engage
in outdoor watering on odd-numbered calendar days;
4.
Businesses,
other commercial enterprises, schools, churches, institutions and
other organizations with assigned post office addresses or box numbers
ending in an odd number may engage in outdoor watering on odd-numbered
calendar days.

Any person obtaining and filing with the City Clerk a written
exception issued and executed by the general manager of the water
utility serving the area owned or controlled by such person in order
to alleviate hardships shall be permitted to use water for outdoor
applications within the exceptions granted by the water utility.

Any person violating these restrictions during the declared
period of the existence of a water shortage and not excepted as herein
provided shall be guilty of a public offense punishable by a fine
of not less than ten dollars ($10.00) nor more than one hundred dollars
($100.00) for the first (1st) offense within a single declared period
and not less than fifty dollars ($50.00) nor more than five hundred
dollars ($500.00) for subsequent violations within the same period
of declared water shortage.
