These regulations constitute and may be referred to as "The City of Strafford Subdivision Ordinance".

The rules and regulations governing plats of subdivisions of land and lot splits contained herein shall apply within the corporate limits of the City of Strafford in accordance with the provisions of Chapter 89, RSMo., and amendments thereto.

For the purposes of interpreting these regulations, certain words and terms are defined as follows:
ALLEY
A public way which extends only secondary means of access to abutting property and not intended for general traffic circulation.
BLOCK
A tract of land entirely surrounded by public highways, streets, waterways or rail right-of-ways, etc., or any combination thereof.
CITY
The City of Strafford.
CITY COUNCIL
The Board of Aldermen of the City of Strafford, Missouri.
CITY ENGINEER
That person officially designated by the Board of Aldermen as the engineer of the City of Strafford.
COMMISSION
The Strafford Planning and Zoning Commission.
COMPREHENSIVE PLAN
The long-range or master plan and its associated elements of the City of Strafford adopted by the Planning and Zoning Commission and Board of Aldermen containing analysis, recommendations and policies for the community's population, economy, housing, transportation, environmental features, community facilities and land use.
COUNTY
The County of Greene.
COUNTY CLERK
The office of Greene County Clerk.
CUL-DE-SAC
A short street having one (1) end open to traffic and being terminated at the other end by a vehicular turnaround.
DEVELOPER
A person who is responsible for any undertaking that requires an approved use permit, conditional use permit, special use permit or sign permit.
EASEMENT
A grant by the property owner of the use, for a specific purpose or purposes, of land to the general public, utility companies or private individuals.
IMPROVEMENTS
Grading, street surfacing, curbs and gutters, sidewalks, crosswalks, culverts, bridges, water, sanitary and storm sewers, lines, and other utilities, and other required features.
LOT
A parcel of land whose boundaries have been established by some legal instrument such as a recorded deed or a recorded map and which is recognized as a separate legal entity for purposes of transfer of title.
LOT OF RECORD
A lot recognized as legal under the provisions of this Chapter.
OPEN SPACE, PUBLIC
Land which may be dedicated or reserved for acquisition for general use by the public, including parks, recreation areas, school sites, community or public building sites, and other such areas that shall be deemed necessary.
PLAT, FINAL
A complete and exact subdivision plat, prepared for official recording as required by Statute and ordinances of the City of Strafford to define property boundaries and proposed streets and other improvements and otherwise meeting the requirements of a final plat as prescribed herein.
PLAT, PRELIMINARY
A preliminary plat for a subdivision shall be a formal plan, drawn to scale, indicating prominent existing features of a tract and its surroundings and the general layout of the proposed subdivision and otherwise meeting the requirements for a preliminary plat as prescribed herein.
PRE-APPLICATION SKETCH
A general drawing or sketch and discussion showing the general layout and characteristics of the proposed subdivision and otherwise meeting the requirements of a pre-application sketch as prescribed herein.
RIGHT-OF-WAY
The land opened, reserved or dedicated for a street, walk, alley or other public purpose.
STREET
A public or private way, including the full width between the property lines bounding every way of whatever nature, for the purpose of passage or travel by motor vehicles. Streets are further classified by the functions they perform as follows:
1. 
Local,
2. 
Collector, and
3. 
Arterial.
Excluded from this definition are access ways commonly designated as alleys.
STREET, ARTERIAL
A street primarily intended to provide for high volume, moderate speed traffic and moderate to extended trip length traffic movement between major traffic movement and is subject to the necessary control of entrances and exits.
STREET, COLLECTOR
A street which collects and distributes traffic to and from local and arterial street systems and is primarily intended to provide for low to moderate volume, low speed and short length trips while also providing access to abutting properties.
STREET, LOCAL
A street primarily providing direct access to abutting properties and designed to accommodate low volume, low speed traffic.
STREET, PARKWAY
Streets which contain scenic open spaces and combine the functions of aesthetics and movement of traffic.
STREET, SECONDARY ARTERIAL
Streets of considerable continuity which are intended to serve major movements of traffic from minor traffic generators, providing service to specific traffic destinations and easy movement from one neighborhood area to another within the City.
STREET WIDTH
The horizontal distance between the outside edges of a street's pavement, including any curbing and guttering, measured at right angles to the street's centerline.
SUBDIVIDER
A person, firm or corporation undertaking the subdividing or resubdividing of a lot, tract or parcel of land into two (2) or more lots, or other subdivisions of land for the purpose of transfer of ownership or development, whether immediate or future, including all changes in street and lot lines.
SUBDIVISION
A subdivision of land shall be deemed to be the division of any parcel or tract into two (2) or more parcels, sites or lots, any one (1) of which contains less than five (5) acres for the purpose, whether immediate or future, of transfer of ownership or development, provided however, that the following shall not constitute a subdivision: the sale or exchange of parcels of and between owners of adjoining property if additional lots are not thereby created and the lots resulting are not reduced below the size required by law.
SUBDIVISION, MAJOR
Any subdivision other than a minor subdivision.
SUBDIVISION, MINOR
A subdivision that does not involve any of the following:

1. 
The creation of not more than a total of four (4) lots;
2. 
The creation of any new public streets or easements of access;;
3. 
The extension of a public water or sewer system; or
4. 
The installation of drainage improvements through one (1) or more lots to serve one (1) or more other lots.
SUBDIVISION ORDINANCE
An official ordinance within the City of Strafford with regulations and requirements and procedures for the establishment of subdivision controls.
