Each premises shall have a separate and distinct connection,
and there shall be a curb cock located in the meter or service box
for every service line connected to the main; said service boxes located
in the business blocks of the City shall be placed in the sidewalk
so that the top of same will be even with the surface of the sidewalk
and within one (1) foot of the outer edge of the sidewalk and with
the top even with the surface of the curb.

Check valves shall be and are hereby required for all connections
to steam boilers or any other connections deemed by the Water Superintendent
to be necessary.

Meters set and installed outside of a building shall be placed
in a suitable meter box to be approved by the Superintendent of the
municipal waterworks system of the City so located that said meter
will be safe from frost or other damage and at the same time accessible
for examination. All meters shall be located and connected under the
direction of and in conformity with the rules and regulations of the
City Water Department and no person unless properly authorized by
the Board of Aldermen or the Superintendent of the municipal waterworks
system shall connect, remove, repair, or otherwise disturb or tamper
with any water meter, nor turn the supply of water into a service
line from which the supply has been turned off by the City on account
of non-payment of water service charges or for any other reason.

A.
A brass
tap and waste cock, easily accessible and at such a point that all
water may be drained out of the pipes for repairs and to prevent freezing
shall be placed in the pipe where water service enters the building
within the walls of the building served. All fixtures installed in
buildings which are attached to the municipal sewer system or septic
tank shall have a trap and back vent leading into the roof or main
stack to prevent the escape of sewer gas into the building. All hydrants,
cocks, faucets, and other equipment to be used in making installations
of a water service shall be presented to and approved by the Water
Superintendent of the City and no hydrant shall be installed with
hose connections unless service lines are provided with and connected
to a water meter. All plumbing shall be done in the manner required
by the municipal waterworks Superintendent and no underground work
shall be covered until inspected and accepted by said Superintendent
or his/her duly authorized agent. All trenches or ditches for the
laying of water lines shall be not less than two (2) feet deep and
when installed in streets, alleys, or public grounds, said streets,
alleys, and public grounds shall be left in as good condition as found.
All water pipes placed under sidewalks and crossings shall be tunneled
under and the opening refilled in as good condition as found.

All
materials and workmanship shall conform to the International Plumbing
Code, 1995 Edition, the same being the code recommended by the Building
Officials and Code Administrators International, a copy of which is
on file in the City Clerk's office.
