A. 
No person shall allow empty boxes, barrels, rubbish, trash, waste paper, excelsior or other like combustible materials to remain longer than thirty-six (36) hours or overnight in any alley or on any sidewalk or premises within thirty (30) feet of any building.
B. 
No person shall place ashes in any box, barrel or other wooden container or upon any wooden container or floor within a building.
C. 
No person shall keep nor permit to be kept on his/her premises any oily waste or oily rags unless at all times, when not actually in use, such oily waste and oily rags are kept in a metal can with self-closing cover and riveted joints, standing on metal legs which raise the bottom of the container at least five (5) inches above the floor.

A. 
No person shall burn any trash, refuse, garbage, straw, leaves, grass, brush clippings and other waste materials on any public or private property.
B. 
Such burning is declared to be a nuisance, except as provided in Section 245.030(B) of this Code.

No person shall make nor kindle an open fire in any street, alley or lot in the City.
Explosives (St. Louis County Ordinance — 18,693, Approved — November 12, 1997) as the St. Louis County Explosives Code, is hereby adopted as the Explosives Code of the City of Richmond Heights, Missouri, as if fully set out herein.

Any person who sells or stores explosives and/or explosives materials shall obtain a permit from the City of Richmond Heights, Missouri, under their adopted Explosives Code. The City by separate agreement shall contract with St. Louis County for its Public Works Department to provide appropriate Explosives Code Enforcement, including issuance of any additional permits and inspections within the City of Richmond Heights. Any person issued a permit will fully disclose to the Fire Chief of the City of Richmond Heights, Missouri, where explosives and/or explosives materials are kept both in the day and nighttime.
