Unless a greater penalty is specifically provided in this article or in an applicable provision of the Maine Revised Statutes, any person found guilty of violating any provision of this article shall be punished by a fine of not less than $10 and not more than $100 for each offense, such fine accruing to the City.

(a) 
The owners of all buildings with sloped roofs from which sliding snow or ice may fall upon a public sidewalk or public way are required to take appropriate measures to protect persons and property from injury or damage occurring from such snow or ice falling from such roof.
(b) 
The tenants, occupants, or persons having the care of any building adjacent to public sidewalk, or, if there is no tenant, the occupant or other person having the care of such buildings, or the owner thereof, shall, within a reasonable time after snow ceases to fall in the daytime, and before 10:00 in the morning on the first business day after a fall of snow in the night, cause to be removed from the sidewalks so much of the snow and ice as will create a reasonable passage sufficient for pedestrian traffic. If he fails to do so, the highway department may have such snow and ice removed, and such tenant, occupant, custodian, or owner of such building whose duty it is under this section to remove such snow and ice shall reimburse the City for all sums paid and expenses incurred by the highway department.

No person shall, by himself or by his clerk, agent or servant, remove snow or ice from any private property, sidewalk or driveway and deposit the snow or ice upon any public street or sidewalk in the City in such manner as to obstruct or impede the normal movement of pedestrian and vehicular traffic.
